 Unfinished stories, goes an old idiom in Ajmer, find their denouement in Khwaja Moinuddin Chishti’s shrine. Perhaps, unfinished investigations do too. Two-and-a-half years after low-intensity blasts ripped apart the courtyard of the centuries-old shrine, the Rajasthan police arrested three men—Devendra Gupta, Vishnu Prasad and Chandrashekhar Patidar. Gupta, an RSS worker, was suspected to have bought the mobile phone and SIM card that triggered off the October 2007 blast in which three were killed. Till their arrest on April 30 this year, the story narrated by the investigators, lapped up by the establishment and reiterated in large sections of the media was that the Ajmer blast was the handiwork of jehadi terrorists.

The SIM-mobile phone-detonated bombs are similar in Ajmer and Mecca Masjid blasts, with RDX-TNT mix in proportion used by the Indian army.

The one troubling question—would jehadis target Muslim devout at a dargah?—can have complicated answers, as the body count at Lahore’s Data Ganj Baksh would testify. But in India, the question wasn’t even deemed worthy of being asked as a reasonable line of inquiry. The needle of suspicion remained firmly and automatically fixed on Islamic terrorists—young men from the community were detained at various stages of the investigation and interrogated at length—until the trail finally led to Gupta and pointed to radical Hindu nationalist groups instead. Says Rajasthan Anti-Terrorist Squad chief Kapil Garg: “We have arrested some people of that religion (Hinduism) and we’re dead sure we’re on the right track.”
 

May 18, 2007 Doom Friday Mecca Masjid was rocked by a pipe bomb

In Hyderabad too, the CBI team believes it is on the right track, finally, in the Mecca Masjid bomb blasts case. Four men belonging to radical Hindu groups were arrested this May for triggering a high-intensity bomb that went off in the masjid complex in May 2007, killing 14 and injuring some 50. At that time, the Hyderabad police had said it was most likely the work of the Harkat-ul-Jehad- e-Islami (HuJI), backed by local logistical support; some 26 Muslim men were picked up, interrogated, forced to confess and detained for up to six months.

The terror trail in India changed after the Maharashtra ATS’s investigations into the 2008 Malegaon blasts, which alerted them to Abhinav Bharat.

The story followed this script till the CBI found evidence to the contrary: the SIM card-and-mobile phone-detonated explosives packed in metal tubes were strikingly similar to the Ajmer blasts contraption. Tellingly, both bombs are believed to have contained a deadly mix of RDX and TNT, in proportions often used by the Indian army. CBI director Ashwani Kumar told the media that an activist named Sunil Joshi “played a key role in orchestrating the Ajmer blast… and a set of mobile SIM cards that had been used in activation of the bomb-triggers in the Mecca Masjid blast was used again in the Ajmer blast”.
Around the same time, officers of the National Investigating Agency (NIA) filed a chargesheet in a Panjim court accusing 11 people, all Hindus and members of the ultra-right- wing Sanathan Sanstha, of masterminding and executing the October 2009 Margao blasts that killed the two people ferrying the explosives to a local festival. Investigation in Pune’s German Bakery blast this February has run aground after the initial suspicion, detaining and interrogation of suspected Muslim men, some believed to be members of “sleeper cells of jehadi groups” or the Indian Mujahideen (IM). When Abdul Samad was arrested last month, the Maharashtra ATS actively encouraged the understanding that he was the man caught on CCTV cameras in the bakery that night. However, Samad was never charged with the blast and subsequently let off in other cases too.

Terror trails in India dramatically changed with the Malegaon blasts investigation in September-October 2008. Led by then Maharashtra ATS chief Hemant Karkare, who was subsequently killed on the night of 26/11, the investigation pointed to Abhinav Bharat (AB), an ultra-right- wing Pune-based organisation established in 2005-06, and its members or affiliates. What Karkare’s teams managed to uncover is part of recent history and should have become the basis of examining and monitoring the new phenomenon of Hindutva terror but didn’t.

“For a decade, stories of Hindu terror have been trickling in. Instead of a systematic investigation, it’s been an event-to-event probe so far.”

The Hindutva links to Mecca Masjid, Ajmer and other low-intensity blasts have been in the public domain for close to two years; the signs were visible since 2002-03 when an ied found at the Bhopal railway station was traced back to local Hindutva activists Ramnarayan Kalsangra and Sunil Joshi. They were questioned, but no evidence was found. Yet, it prompted Congress leader Digvijay Singh to declare a Bajrang Dal hand. Later in 2006, there were explosions in the houses of Hindutva activists in Nanded and Kanpur, where ieds were being prepared. Through that year, mosques in several towns in Maharashtra—Purna, Parbhani, Jalna—were rocked by low-intensity blasts; the Nanded one was meant for a mosque in Aurangabad. Recovered with a map of Aurangabad were false beards and Muslim male outfits. That should have been warning enough.
However, till May-June this year, the establishment did not either see these warning signals or chose to ignore them—except for a brief two-month period in 2008 when Karkare led the Malegaon probe. Now, it may be difficult to sustain the denial. “For the last 10 years, stories about Hindu right-wing violence have been trickling out. Instead of a systematic investigation, there has been an event-to-event investigation. The larger story has remained underinvestigated and under-reported,” says Mumbai advocate and human rights campaigner Mihir Desai. The CBI is only now seeking directions from the Union home ministry to see the Ajmer, Mecca Masjid, Malegaon and other blasts in conjunction after there has been no conclusive evidence of the involvement of Islamic groups.

Purohit had provided a link between Malegaon and Mecca Masjid blasts. But the police was chasing HuJI.

Malegaon 2008 provided the much-needed aperture to review the role of Hindutva groups. In September that year, eight people were killed and many injured in a low-intensity blast. The ATS investigation led to Sadhvi Pragya Singh Thakur, whose motorcycle was used to explode the bomb, and then to 13 others, including self-styled guru Dayanand Pandey and Lt Col Prasad Shrikant Purohit, the first-ever serving officer to be charged. During interrogation, he had disclosed to ATS investigators that he had provided the RDX in the Mecca Masjid blasts too but the ATS was reportedly asked not to make it public as the Hyderabad police had detained HuJI suspects. The similarity with the Ajmer Sharif blasts was evident too.

The 4,528-page chargesheet filed in the Malegaon case offers insight into the grand design of the Abhinav Bharat and its affiliates. Purohit, the Sadhvi and others had spoken to one another “to avenge bomb attacks on Hindu shrines” and had engineered a series of blasts with the larger ambition to establish a “separate Hindu rashtra”. Abhinav Bharat—whose original avatar was started by Veer Savarkar, later disbanded, and restarted by Himani Savarkar—was set up to achieve this ambition. “This organised crime syndicate,” states the chargesheet, “wanted to adopt a national flag, that is, a solo-themed saffron flag with a golden border…with an ancient golden torch.”

The one crucial missing link, who has been named by all accused in custody as “the man”, is Ramnarayan Kalsangra, an expert at assembling bombs.

Malegaon honoured Karkare by naming a chowk after him—the tribute of a relieved town to a man they believed would have led them to the truth about the September 2006 blasts too. Three bombs had gone off that Friday afternoon near a mosque and cemetery, killing 37 and injuring 100. Typically, Muslim men alleged to be members of the proscribed SIMI were picked up, interrogated and forced to confess. But the chargesheet had several loopholes—main accused Mohammed Zahid, though a SIMI activist, was leading prayers in a village 700 km from Malegaon that day; conspirator Shabbir Masiuallah had been in police custody a month before the blasts, police sketches made on the basis of eyewitness accounts showed clean-shaven men while all accused had kept beards for years.
The Rajasthan ATS now believes that Devendra Gupta, linked to the Ajmer blasts, was in touch with AB members through RSS pracharak Sunil Joshi. Providing the other end of the link, the Maharashtra ATS says the Sadhvi, enraged when Joshi was killed by suspected SIMI activists in September 2007, ordered the 2008 Malegaon blast. Joshi has also been linked to the Samjhauta Express blasts which killed 68 people, all Pakistanis. The evidence has come from Purohit’s reported phone conversation as narrated by an unnamed witness.

Yet, the story has several loose ends, most critical among them being fugitives Ramnarayan Kalsangra, Swami Aseemanand and others. Kalsangra, investigators in Maharashtra and Rajasthan say, was introduced to Devendra Gupta by the Sadhvi and is believed to be an expert at assembling bombs. Finding Kalsangra is crucial since all accused in custody have named him as “the man”. Ajmer, Mecca Masjid, Malegaon, Samjhauta Express and several other blasts are clearly part of a larger story. Only when the CBI puts all the pieces together will the entire Hindutva terror picture emerge, if at all.

IB, RAW refuse to part with info on human rights violations under RTI

NEW DELHI: The country’s intelligence agencies — RAW and Intelligence Bureau– have refused to make public the information on cases related to human rights violation and corruption against their personnel though the RTI Act states otherwise.

Interestingly, both the agencies wrongfully cited section 24 of the RTI Act for denial of response to the petitioner.

According to the section, Central intelligence and security organisations have been kept outside the ambit of the RTI Act except for allegations of human rights violation or corruption.

"As per the provision of the RTI Act 2005… the Intelligence Bureau has been exempted from providing any information or detail. Hence it is regretted that the information sought cannot be provided," said the Public Information Officer of IB in his reply.

The Chief Public Information Officer of Cabinet Secretariat, which controls RAW, in his reply said."… it is stated that the requisite information pertains to Intelligence and Security Organisation under the Cabinet Secretariat… which is exempted from the purview of RTI Act."

Exercising his Right to Information, petitioner Ashwini Shrivastava, had asked for information related to cases of corruption, human rights violation and sexual exploitation in IB, RAW and Central Paramilitary Forces.

In its reply, Assam Rifles said it has registered 39 cases related to alleged human rights violation and two cases of corruption in the past ten years.

No such cases were witnessed by National Security Guard (NSG) and Indo-Tibetan Border Police Force personnel.

However, four other Central paramilitary forces — CRPF, CISF, SSB and BSF — denied to make public the information.

"In this connection it is intimated that under section 24 of Right to Information Act, 2005, SSB is exempted from the provisions of said Act except in the cases pertaining to corruption and human rights violation.

"As no case of corruption and human rights violation is involved in the instant case on the part of the department, the information asked… cannot be provided," the PIO of the force said.

"The information solicited by you relates to personal information and it would cause unwarranted invasion of the privacy of the individual," the Public Information Officer of CISF said in his reply.

The Public Information Officers of Central Reserve Police Force and Border Security Force denied the information and cited the Act.

Besides IB, RAW and Central Paramilitary forces, nine other organisations like Central Economic Intelligence Bureau, Directorate of Revenue Intelligence, Directorate of Enforcement, Narcotics Control Bureau, Aviation Research Centre and Special Frontier Force are kept out of the ambit of RTI Act.

India can legitimately continue to doubt Pakistan’s overt and covert doings provided Indian policymakers also learn to introspect. They should diligently verify and crosscheck actual as distinct from imaginary factors that give rise to their doubts. The same holds true for Pakistan’s often misplaced worries about India’s motives. 

Verified doubt is scientific and it lays the foundation for merit-based trust. Karl Marx was not cynical when he proclaimed his motto was to ‘doubt everything’. There can be no denying that Pakistan by omission and commission has been a source of religious fanaticism and terror among its neighbours and, just as worryingly, also for itself. 

The leaders of India and Pakistan recognised this reality in 2005 when they agreed that their peace process was irreversible.They came to the conclusion because they could identify, verify and isolate those they felt were hostile to their quest for durable friendship, as the Mumbai bombers no doubt were. 

Yet bilateral talks have continued to run out of steam periodically ever since a serious effort was made in Lahore in 1999 to put them on the rails. The slide back was possible because subsequent efforts were anchored in mealy-outhed tokenism rather than in a healthy, uestioning spirit. The advantage of a questioning spirit is that it is the opposite of an inquisition. 

A true questioning spirit is usually introspective in nature, not accusatory. Take one recent example. Since four Pakistani prisoners were ordered to be released ahead of Indian Home Minister P. Chidambaram’s recent visit to Islamabad, a worthwhile question to ask him was how many similar prisoners had remained behind in Indian jails? But the Indian media went to town about the generous gesture, turning the Indian home minister into a Roman emperor celebrating his daughter’s birthday. Pakistan periodically indulges in similar tokenism. A new list of each other’s prisoners will be exchanged on July 1. That should give a glimpse into the enormity of the mutual bilateral crimes that Dr Manmohan Singh wants to airbrush with trust. 

Perhaps the most important question that craves an answer from the recent confabulations between the two sides is that why have the talks resumed? What has changed between November 2008 and now? When did the Indian prime minister decide that trust with verification was the best policy towards Pakistan and why could this not have been said in December 2008? The essence of the question really lies in the cynical suspension of the talks after Mumbai. Why were the talks suspended and what was achieved by that? Is another attack now ruled out? 

Dr Singh was in the opposition when the Parliament attack took place in December 2001. He and some of his current cabinet colleagues had asked some probing questions of the government of the day. The courts have given their verdicts and now TV-sponsored ‘people’ are busy debating how the lone death row convict Afzal Guru can be denied presidential pardon (given to seven convicts last week). 

However, even today, a set of 13 searching questions that were asked by a group of lawyers, journalists and writers about the dubious Parliament attack has not been answered. Since the questions pertained to an event that brought India and Pakistan to the brink of a nuclear conflict, recalling some of the lingering doubts should remain the duty of all those seeking trust between the two countries and between their governments and their people. 

The entire Parliament attack was recorded live on CCTV. Congress party MP (now minister) Kapil Sibal demanded in Parliament that the CCTV recording be shown to the members. He was supported by the deputy chairman of the Rajya Sabha, Najma Heptullah, who said that there was confusion about the details of the event. The chief whip of the Congress party, Priya Ranjan Dasmunshi, said: "I counted six men getting out of the car. But only five were killed. The close-circuit TV camera recording clearly showed the six men." 
If Dasmunshi was right, why did the police say that there were only five people in the car? Who was the sixth person? Where is he now? Why was the CCTV recording not produced by the prosecution as evidence in the trial? Why was it not released for public viewing? Why was Parliament adjourned after some of these questions were raised? 

A few days after the attacks, the government declared that it had ‘incontrovertible evidence’ of Pakistan’s involvement in the attack, and announced a massive mobilisation of almost half-a-million soldiers to the India-Pakistan border. The subcontinent was pushed to the brink of a nuclear war. Apart from Afzal Guru’s ‘confession’, extracted under torture (and later set aside by the supreme court), what was the ‘incontrovertible evidence’? 

Is it true that the military mobilisation to the Pakistan border had begun long before the Dec 13 attack? The courts acknowledged that Afzal was a surrendered militant who was in regular contact with the security forces, particularly the special task force (STF) of the Jammu & Kashmir (J&K) police. How do the security forces explain the fact that a person under their surveillance was able to conspire in a major militant operation? 

Is it plausible that organisations like the Lashkar-e-Taiba or Jaish-e-Mohammad would rely on a person who had been in and out of STF torture chambers, and was under constant police surveillance, as the principal link for a major operation? 

On Dec 19, 2001, six days after the Parliament attack, police commissioner, Thane (Maharashtra), S.M. Shangari, identified one of the attackers killed in the attack as Mohammad Yasin Fateh Mohammad (alias Abu Hamza) of the Lashkar-e-Taiba, who had been arrested in Mumbai in November 2000, and immediately handed over to the J&K police. He gave detailed descriptions to support his statement. If Shangari was right, how did Mohammad Yasin, a man in the custody of the J&K police, end up participating in the Parliament attack? If he was wrong, where is Mohammad Yasin now? 

When these questions were asked in a book, Dr Singh was in the opposition. Today he is in the best possible position to lift the veil from over a cynical system that has an agenda far removed from his peace mission. He needs to doubt the system he heads.

So who killed the Anti-Terror Squad (ATS) chief of Maharashtra, Hemant Karkare, on that bloody night of carnage unleashed by Pakistani terrorists in Mumbai, November26, 2008?

Indeed, two others accused of complicity and for being local handlers behind the Mumbai attacks were acquitted by the judge for lack of evidence against them. The evidence against Faheem Ansari and Sabahuddin Ahmed seemed planted - especially the maps found on them did not look ’soiled’ despite their alleged overuse. 

The judge’s queries and certain incomplete answers lead to a complex and uncanny zone of mysteries: Ballistic experts could not clarify the most crucial dimension of these killings: whose bullets killed Karkare and others? 

There is absence of authentic information. Why could no reliable police explanation be provided on whether Ansari handed over a map to Sabahuddin in Nepal?  

Why was the police unable to produce even one of their witnesses to depose against Faheem and Sabahuddin? 

How did a hand-drawn map on a paper remain unsoiled and unstained even though it was recovered from the bloodstained pocket of dead terrorist Abu Ismail, where it was supposed to have been for four days?

The outcome of Tahaliyani’s informed scepticism has revived all the conspiracy theories about the motive behind the ATS chief’s killing. Karkare, who exposed the involvement of Hindu terror organisations in the Malegaon blasts in 2008, was threatened with death via anonymous phone calls if he did not relent in his tireless efforts to unearth the vast network of Hindu terror cells that were involved in similar incidents of blasts and killings all over the country. Intriguingly, he had got a call two days before he was killed. Karkare had to be stopped - at all costs.

Many of Karkare’s leads have now been decisively corroborated from investigations undertaken by police in different states. So if there is merit in what Karkare and his team ferreted out during the Malegaon blast probe and if he was not killed by the terrorist’s bullet - then it is possible to surmise (or speculate) that there were others who took advantage of the chaos of that neurotic terror-filled night to stalk him and stop him in his heels.

Hardnews understands that these are extremely serious allegations that could give a different spin to 26/11, but there have been a series of unfortunate events like the disappearance of his bullet-proof jacket and the initial reluctance of the police to give his autopsy report that further deepens this mystery. The autopsy report suggests that Karkare was shot from shoulder down by someone who was inside the vehicle.  If it had not been for the perseverance of Karkare’s wife, Kavita, and Kamte’s wife, Vinita, who doggedly used every possible means to get to the bottom of the happenings on that night, far less would have been known. (Kamte was killed along with Karkare and Inspector Vijay Salaskar).

Home Minister P Chidambaram’s detailed reply in Parliament in response to the doubts raised by the former minority affairs minister, AR Antulay, would need more investigations now. Antulay had raised a storm by asking for an inquiry into the killings of the ATS chief and other officers. He had said, "There must have been some reason why Karkare went to Cama Hospital instead of Taj and Oberoi hotels." Also, he had raised doubts over why three officers were travelling in the same car, which is against the norms. 

Antulay was reported to have said that "someone" could have told Karkare and other officers with him to go to Cama Hospital, suggesting that the ATS chief fell victim to a ’set-up’ as he was probing cases which involved fanatic Hindu terrorists in the Malegaon bomb blast case, with strong and powerful linkages. 

The comments were showcased on television. It created an uproar in the Lok Sabha where BJP and Shiv Sena MPs were up in arms, castigating Antulay, who insisted that directions issued to the officer must be probed. BJP leader Arun Jaitley said that Pakistan could now quote Antulay to contest the account of the lone surviving Mumbai terrorist, Ajmal Kasab. "Having made such a preposterous statement, Antulay cannot be allowed to remain in government even for a day," he had said.

But the uncanny questions remained, even while there have been efforts to connect the dots between the various bomb blasts and Hindutva terror links. Indeed, Rajasthan Chief Minister Ashok Gehlot was recently on record alleging that the previous BJP-led state government in Jaipur had tried to go slow and fudge the investigations linking the Hindutva terror outfits. That some of those involved had old fraternal links with RSS has also been established. 

There have been nagging questions in the public domain as to why Hemant Karkare chose to go to this particular spot. In which security force does the chief of the force rush to the spot of violence, along with other top cops, and that too in one vehicle, wearing an outdated helmet and bullet-proof jacket? And then gets shot, as if almost in close range.

As per the PIL filed in the case, according to specifications laid down for bullet-proof vests, the body should be covered from the neck till the waist. But the jacket worn by Karkare had only his chest covered while the neck portion was open. The post-mortem report stated that Karkare received a "total of five wounds on the shoulder blade, top region between neck and right shoulder, four entry wounds in one line." The post-mortem report further revealed that he received one bullet in the neck and the other four were in a line entering the shoulder and exiting from the armpit.

Curiously, there were reports about two bullets being found in his body during autopsy. What happened to those two bullets? Whatever happened to the bullets that passed through his body? Were they found in the vehicle, in his bullet-proof jacket, around his body, or somewhere else? Has the gun been identified, the gun(s) which killed Karkare and others? If not, why? If he was shot at close range, was the shot fired from inside the vehicle, and if so, who fired it and why?

While the entire media attention was directed at Judge Tahaliyani’s judgement that declared Kasab guilty of the killings at Chhatrapati Shivaji Terminal (CST - old name Victoria Terminus, VT), it made light of the revelation made by the judge when he questioned the Mumbai Police about the ballistics experts having failed to prove whose bullets killed Hemant Karkare and Salaskar on that fateful night. 

The implications of his questions are very serious. For reasons of reiteration, it can also be implied that the two police officers did not die from the bullets of either of the Pakistani terrorists, Kasab or Ismail, but from someone else’s gun. Whose gun? Whose guns? 

The reason why the media and the police has been reluctant to dwell on this aspect is because truth, unfortunately, has acquired a nationality, and any departure from the officially accepted narrative, it is asserted, would be anti-national and thereby dilute the gravitas of the government of India’s chargesheet against Pakistan’s involvement in the Mumbai terror attack. 

Although there is little disagreement among sceptics about the quality of evidence against Kasab, the terrorists’ journey from Karachi and the involvement of their handlers in unleashing such an organised and planned carnage in Mumbai, what is disputed are the circumstances in which Karkare, Kamte and Salaskar were killed. The allegation that they were driven to their death by an invisible hand that brought all of them together to Cama Hospital from different parts of Mumbai has not been adequately refuted.

Tahaliyani’s monumental question further befuddles when it gets known that there was no one inside the police Qualis except the driver and Constable Jadhav. Perhaps there were some unknown people outside - who are not accounted for. Ashok Kamte’s autopsy shows that he was killed by Ismail, the terrorist accompanying Kasab. 

"As the bullets had passed through the bodies of both Karkare and Salaskar, the court cannot come to a conclusion on who shot them. However, it is proven that Ismail shot Kamte," the court was reported to have said. 

Tahaliyani also criticised Constable Jadhav, the sole eyewitness and survivor of the killings of Karkare, Kamte and Salaskar, for changing his statement a few times. Although the testimony of the accused, in this case Ajmal Kasab, can never be taken seriously, but he called Jadhav a "liar" and claimed that his version of what happened at Cama Hospital, where all the three Mumbai Police officers were killed, was wrong. Interestingly, Kasab’s cross-examination on the happenings around Cama Hospital and its periphery was conducted in camera. 

Jadhav had also expressed outrage when defence lawyer Abbas Kazmi had asked him why he didn’t use his carbine at the Pakistani terrorists when they were driving around in the Qualis. He had claimed that he was shot on his hands and could not lift his carbine. It was clear that Kazmi was making a loaded suggestion, but he did not follow up on his query. 

The scepticism displayed by Tahaliyani towards Jadhav’s version of events as well as the fact that the Pakistani terrorists did not shoot Karkare - if ballistics experts are to be believed - once again resurrects a question that has never been settled: Was Karkare’s death an accident or was it an outcome of a conspiracy as many have been hinting, including the former minority affairs minister, AR Antulay. 

This question gets revived, ironically, at a time when police in different states are giving credence to the path-breaking findings by Hemant Karkare where he was able to establish the presence of a radical Hindu outfit, Abhinav Bharat, as responsible for the blasts in Malegaon, and later on stitching it with a larger conspiracy of these extremists to use elements in the Indian army to organise a coup. 

Karkare had then said in an interview to a weekly: "We are not looking at seers or saints in relation to the Malegaon blasts. We are not looking at people from a particular community when we question them. We are just detaining people on the basis of evidence… There are a lot of people going around claiming to be saints."

He had also said: "There are agencies that have been looking at the various links, namely the CBI, which has been looking at the Malegaon blasts of 2006. The link we found is that of Rakesh Dhawre. He is a Pune-based counterfeit arms dealer who was involved in the training that took place for the blasts of 2006. He is the common link between the 2006 blasts including the ones in Purna and Parbhani, and the 2008 Malegaon blasts. Investigating agencies are working on it… We look at individuals and not organisations when we carry out our investigations. We are not looking at Abhinav Bharat, we are looking at the individuals involved…"

On being asked if the army was cooperating on the involvement of ex-army officer Shrikant Purohit and his leave records, Karkare had clearly stated: "I would like to clear this. The army has given cooperation to the ATS right from day one on every aspect of the interrogation. There have been reports that the army has not been cooperating with the ATS and that’s absolutely untrue. The army gave us his leave records and other documents, which we needed."

The ATS probe had revealed a vast network that seamlessly linked Hindu extremists with some indoctrinated members of the Indian army and some shady Jewish organisations abroad. All of them seemed to have been consumed by their hatred for Islam and their desire to coalesce a muscular Hindu Rashtra to take on Wahabi radicalism. Abhinav Bharat had also displayed impatience with some elements of the RSS and their status quoist minimalism. 

In many ways, what Karkare and his team scooped out from the interrogation of extremists like Pragya Thakur, Dayanand Pande, Lt Col Shrikant Purohit, and others, make for serious allegations that give a different spin to the bomb blasts that had been taking place in the country over the last few years. In fact, just a day before Karkare was killed, there were media reports whereby he sought permission from the defence ministry to follow up on some of the leads that he had collected during his investigations. He was apparently keen to check the extent of infiltration of this subversive ideology in the defence forces, but his efforts proved stillborn. These leads went cold after his death.

His successor, KP Raghuvanshi, who had reportedly intersected with Lt Col Purohit on some occasion, did not show similar enthusiasm in taking the case to its logical conclusion. In fact, during his tenure, the courts had worryingly refused to book the culprits under the Maharashtra Control of Organised Crime Act (MCOCA).  

Karkare’s investigation began after the Malegaon blast in September 2008, but they took the lid off what had been happening in the country since 2002 when the BJP-led NDA government was in power. Under his leadership, the Maharashtra ATS managed to establish links between elements within Hindutva terrorists, Sangh Parivar and the BJP governments that were in power in states like Rajasthan, Gujarat and Madhya Pradesh. 

Initial investigations had quickly linked these incidents to Muslim terror organisations like SIMI and Hizbul. Even some Congress-ruled states like Andhra Pradesh were not immune to this prejudiced mindset to blame innocent Muslims who were arrested, tortured and hounded in places like Hyderabad. After the harrowing process of torture and jail, and public condemnation as terrorists, scores were released for lack of evidence. The tragedy and the scars have still not healed, and there has been no justice; even as the Batla House encounter in Delhi is widely perceived to be fake and the subsequent arrests unfair, the government’s refusal to order a judicial enquiry only strengthens this public perception.

Significantly, some of these blasts took place in BJP-controlled states like Rajasthan, where the police ignored the leads, like what happened after the blast in Modasa in Gujarat. (In the ‘Hindtuva republic of Gujarat’, meanwhile, a fake encounter regime was being widely legitimised - witness the encounter killings of Sohrabuddin, his wife Kausar Bi, eyewitness Tushar Prajapati, and even the dubious murders of Ishrat Jahan and others, apparently by top cops of Narendra Modi).

In the Ajmer Dargah, where the blast triggered by a cell phone took place in October 2007, the arrests were mostly of some Muslims. Two years later in 2009, Rajasthan ATS has arrested one Devendra Gupta from Bihariganj in Ajmer. These arrests became possible due to the change in regime in Jaipur and de-legitimisation of the line of investigation pursued by the Intelligence Bureau (IB) and the state intelligence that mindlessly arrested Muslims without bothering about evidence. 

The ATS of Rajasthan, which was working in consonance with the IB, found that the SIM cards used for the blasts in Hyderabad, Ajmer and Malegaon were procured from the same source. The links are becoming irrefutable.

What is worrisome about the vast extent of this Hindu network is its agenda: to demonise and push for ethnic cleansing of the minorities (as in the Gujarat genocide of 2002), sow greater divide between the two communities, and provoke a war between India and Pakistan. This nefarious game was being played out before the 2004 elections and subsequently in 2008 - a year before the 2009 general elections. There is a body of circumstantial evidence to show that the activities and networks of these fanatics would have tangentially helped in building a climate of opinion in favour of Hindutva forces, which would help bring the BJP back to power. 

The chargesheet put together by the Maharashtra ATS had also shown Abhinav Bharat’s links with Jewish chauvinistic elements in Israel and how it was seeking endorsement for its actions from them. Unrelated to Abhinav Bharat’s activities, Israeli covert outfits have been accused even by Americans for triggering off blasts in Pakistan and Afghanistan. These allegations found expression even in one of the big Israeli newspapers, Ha’aretz.  

The purpose and intent of these blasts, as perfected by agent provocateurs in different theatres of violence, is to deepen the divide between communities, create a sense of anarchy and revenge, and provoke retaliation. Hindu terror groups since 2002 have also followed the same model. 

The first attempt was made in Bhopal where an improvised explosive device was found that seemed to have been placed to target Muslims who were coming to attend a Tablighi Jamaat meeting. In 2003, there was a blast in the Mohammadiya Mosque in Parbhani in Maharashtra. Jalna and Purna, again in Maharashtra, were targeted in 2004 and, later, Nanded in 2006. Police found that Bajrang Dal activists were involved in that incident. In 2006, the Malegaon mosque was devastated by a blast that killed 38 people. The police quickly arrested many Muslims. However, the worst was yet to come. 

On February 18, 68 people were killed and scores injured when two suitcase bombs exploded in the Indo-Pakistan Samjhauta Express. Among the dead were 42 Pakistani nationals. Expectedly, Indian investigators blamed Paksitani jehadi elements for trying to disrupt ties between the two countries. If it hadn’t been for Karkare, this line of enquiry would have prevailed, even while one community in India would have suffered terrible injustices. Now, the Samjhauta Express blasts are also under the scanner, with Hindutva links being exposed. 

Again, in May 2007, the bomb blast in the historic Mecca Masjid in Hyderabad killed nine and injured more than 50 people. More than 200 Muslim youths were arrested and many of them tortured. Several of them, after torture and condemnation, had to be released later due to lack of evidence.

The all-India network of these Hindutva subversives can be gauged by the fact that in August 2007, two Bajrang Dal activists were killed in Kanpur while assembling bombs. There were more incidents in Hyderabad and Ajmer. Needless to say, Bajrang Dal-VHP-BJP-RSS are integral to one joint family - the Sangh Parivar - often operating in tandem, their jarring notes in symphony.

However, the blasts in Malegaon on September 29, 2008, changed the blinkered view of the investigative agencies and the police. After the Malegaon violence came a phase of increasing corroboration and endorsement of the presence of the Hindutva hand in these terror happenings. The Goa blasts in 2009 were again another manifestation of how different Hindu organisations were intrinsically linked with the same agenda, using almost the same methodology. They are like the hundred heads of Ravana that have a common heart and mind - and goal. 

 

After Karkare’s investigations, subsequently followed up by other state police, there has been a fall in the number of such incidents. During the last general elections, Union Agriculture Minister Sharad Pawar made an interesting observation: there has been no bomb blast after the hand of Hindu terror outfits has been exposed.

More recently, Congress General Secretary Digvijay Singh and the Left parties asked the Union home ministry to bring in more energy into this concerted fight against Hindutva terrorism and its sinister and entrenched front organisations’ networks. Singh wants a special cell to be created in the home ministry to monitor these cases.However, the truth is, all the pieces will fall in place once there is a sharp clarity about the killing of Karkare on that night of the dead when the terrorists went berserk. And that is the question Hardnews is asking: Who pulled the trigger on Hemant Karkare?

Barkha Dutt’s panel discussion blows the shroud over the grand conspiracy to
demonise Indian Muslims and charge their young and educated, who have been
illegal targets of illegal phone taping, and were on a dubious list of
police and other authorities all the time waiting to be picked up under
draconian penal laws like MACOCA etc without giving the innocent any chance

bombing incidents as the solely the work of "Muslims". Such reporters should
be brought to justice for having spread falsehood and sowing division in our
communities.

My fervent request to all receipants of the email with the link to NDTV
video clip, to kindly go through the video clip again and again and join a
movement to put all such spurious ‘investigative’ journalists, who are
in contempt, to account for their bonafide. It will be in highest standards
of journalism, if the management of Hindu/Frontline, to sack Parveen Swami
from their staff, if he is on their payroll and stop publishing his lies and
falsehood, unless he does not blindly quote police and unknown sources and
has solid proof to point fingers on otherwise innocent people who are his
bete noir. He says, he is not an investigator, but then he has
a responsibility to check whether the source is reliable and the facts are
verifiable and not indulging in open communal bias when they arrest Muslims
in a bomb blast in a Masjid and a Dargah. In the wider interest of peace,
Parveen should be more vehement in publishing such reporting and should
mention in each of his writing if the sources are historically communal or
not and can be trusted to be secular. More than the suffering by innocent,
the entire 150 million Indian Muslims are made to suffer untold stigma by
the distorted reporting by the likes of Praveen Swami. They should be
accountable and answerable to the entire community.

Unless the guilty in media is punished with exemplary sentences, the dirty
business of communalized reporting will not stop.

Aligarh: Like last year this year also the number of the students from Aligarh Muslim University (AMU) qualifying for the Civil Services has gone up. Last year the number of successful students was four but this year it has registered a twenty percent increase. The number of successful students this year is five up by one. The University Grants Commission sponsored Coaching and Guidance Centre at AMU has played a key a role in this grand success.

One of the successful candidates Mahfoozur Rahman gives full credit for his success to Coaching and Guidance Centre and its Coordinator Dr. Pervez Talib besides his own hard labour. Mahfoozur Rahman who holds a double M.A. in Urdu literature and History cleared the civil services examinations in his fourth and final attempt.

According to the Counsellor of Coaching and Guidance Centre Saad Hameed the key to success in Civil Services is self confidence and hard labour.

At the felicitation function the former Coordinator of Coaching and Guidance Centre Prof. Habeebur Rahman congratulated the successful students. Prof. Habeebur Rahman who had been the Coordinator of the Coaching and Guidance Centre from 1972-78 told that during this period thirty five students cleared the civil services examinations. Links of the Indian military with the Hindutva organizations are no secret now. Most of the organizations that are working in Indian society since ages such as Shiv  Sena, Bajrang Dal etc, have a long history of having links with the military establishment at different levels. The root of this cooperation is a decades-old racism: “India is for Hindus only”. This is nothing new, but there is something new now and that is the growing influence of this ideology among Indian military and other elements that are not yet in control of the Indian military or the Indian government but they are growing with their agenda of Hindutva, a name given to the same old appeal of race and religion regarding India. 

Over the years, the Indian youth is becoming part of these militant outfits working under these organizations with the same ideology of Hindu fascism but the same youth are being recruited into the Indian military on a regular basis. After being recruited, these Hindu racist fundamentalists keep their links intact with terrorist entities like RSS, VHP, Bagrang Dal, Shiv  Sena etc.

This dual linkage of young Indian officers with both military and Hindu fascist organisations has caused a cancer to the military establishment in India. It has brought elements into the Indian military who have their own goals which do not conform well with military discipline. An army with irrepressible elements is as dangerous to any country as its real enemy’s army can be or even more.  

Officers like Gen (R) Premnath Hoon joined the Indian army decades ago and served at different posts all the way to the rank of General before he retired. What is revealing is that he was one of the founding fathers of the military wing of Shiv Sena. This also proves that either before joining or during his service in the military he established links with Shiv Sena but what is more important is that he was not alone in this venture but there was active support from the Indian military through his contacts he had made during his service like Colonel Jayant Chitale who was also in charge in the military selection center at Pune for many years. Initiating military training from scratch has its own prerequisites like infrastructure, trainers, weapons and most importantly a slogan to motivate new recruitment.

This is where assets belonging to RSS/Bagrang Dal/VHP and Shiv Sena in the Indian military and RAW enter into the equation to bail out the above mentioned Hindu terrorist organisations all of them vying for Hindu Rashstra (Hindu State). This process is in place there since many decades and now it is impossible to tell exactly at what level these elements are controlling the Indian military and RAW’s resources to complete their Hindu Rashtra dream.

RAW also needs these militants to carry out its operation both inside and outside India. As it happens in the intelligence business it is not always necessary to give the minutest details to government officials until the state is getting its objective served. It is a matter of time when these terrorists take over RAW as well. Without active support of RAW, it is not possible to carry out these massive training programs, coordination among different groups spread all over India and abroad, Only a military intelligence organisation like RAW can make all this happen. RAW reports to the Indian prime minister directly, and what is more startling to know is how world’s biggest democracy is involved in destabilising its neighbours. There are many operations launched by RAW against its neighbours, especially against Pakistan and Sri Lanka due to the reason that both these SRAAC countries are located at critical geopolitical locations.

All these operations were carried out with the consent of different Indian PMs during their occupancy in Dehli. In all of these operations RAW always used terrorists trained by Hidutva organizations and in return RAW and intelligence agencies turned a blind eye to whatever these organisationns were doing to the minorities in India be it Muslims, Christians or Sikhs; no one is immune to this dormant infection of Hindutva in Indian society. Successive Indian governments until recently ignored this ever growing influence of Hindutva ideology in military and RAW as there is always an excuse in the minds of Indian politicians i.e. Pakistan and ISI to put all the blame on for all the sufferings of Indian minorities.

Lt Col Jayant Chitale:

The close relations between Gen Hoon and Col Jayant Chitale are not a secret. The two have been involved in forming Hindu suicide squads to be used against minorities in India on pretext of fighting terrorism.

Just on last Thursday Lieutenant Colonel (retired) Jayant Rao Chitale once again openly admitted training suicide Hindu bombers although he tried to reject that only Hindus are part of suicide squad bys saying that the suicide squad was secular.

Earlier, the chief of a Hindu fanatic organisation Shiv Sena called for forming ‘Hindu suicide squads’ to tackle terrorism in India.

Further openly admitting training Hindu youth for suicide bombing, the Indian Army officer Lt Col Jayant Chitale said "I have been requesting the government for the last three years to form this suicide squad," he said. "I have sent letters to the Prime Minister Atal Bihari Vajpayee, President Abdul Kalam and the army chief about the formation of these suicide squads, but there was no response. So, I started the training programme."

It was earlier mentioned that Lt Col Chitale has been supported by Lt Col (retired) Lt Gen P N Hoon and a few other ex-servicemen belonging to the Shiv Sena.

In this context when media asked Lt Gen Hoon for his comments, he only denied that Shiv Sena was backing the suicide bombing training but he shamelessly said “We have started this program on our own because the country needs such youth to tackle terrorism. Today, the country is being destroyed by the Inter-Services Intelligence of Pakistan. And we have to do something about it. So, we feel that these suicide squads are the answer for the Pakistanis."

 Now it must be no surprise that both Gen (R) Premnath Hoon and Colonel Jayant Chitale also served in RAW at different positions.

 Indian Police on several occasions got information about the involvement of these elements in terrorist activities but every time some unseen hidden hands stopped the investigation in the middle before it could be completed. One such example is ATS (Anti Terror Squad) ‘s investigations from Col Jayant in 2002. The investigations were forced to stop when ATS was about to prove links between the Indian military and Hindu Zionists and this intervention came from nowhere else but from RAW.

 Role of Hindutva in 26/11 & its goals

 The Recent attacks in Mumbai are another manifestation of these Hindu elements who perpetrated the Babri Mosque, the Godhra Train fire, the Gujrat Massacre, the killing of Christians, the Malegoan bombing, the Samjhuta Express and countless other operations against minorities.

 Till the start of November 08 every Indian newspaper was publishing reports of the arrest of Col. Prouhit and his confession about the Malegoan bombing and supplying deadly RDX for the Samjhuta Express inferno in 2007. What was the most shocking news in the first 15 minutes of the Mumbai attacks was murder of 3 top ATS officers including ATS chief Hemant Karkare at the hands of “gunmen” on 26^th Nov. 2008. It is now becoming more and more evident that he was actually murdered by cold blooded assassins of Hidutva trained in RAW’s training camps. This linkage of RAW and terrorists was exactly what Hament Karkare was investigating from Col Shinkar Purohit, a serving officer in Indian army currently deputed in RAW who was arrested by ATS in connection with the Malegoan bomb blasts and Samjhuta express.

 It was only after 8^th Nov. 2008 that the news started surfacing about Col. Purohit’s confession in Malegoan blasts and Samjhuta express incident. He also revealed that he was not the only serving army officer who is linked to Gen Premnath Hoon’s terror network. Ramesh Upadhyaya a retired Major in the Indian Army was also among the accused in the Malegoan blasts. But ATS soon disclosed that there may be two other serving colonels facing charges of involvement in these blasts in Malegoan in Sep. 07. Now it was clear that ATS would soon uncover the whole cartel of Hindu terrorists in the midst of the Indian military establishment and RAW.  So the hardliner Hindus from fundamentalist organizations started giving death threats to the chief of the Anti-Terrorist Court, Hament Karkare, but he carried on his work till the D-Day arrived i.e 26/11/08. Investigations were a little slow as ATS was not receiving the required cooperation from police in the neighbouring states, but still at that time, a lot was already known to the media and the masses about where the actual problem lies.

 After calculating the expected damage to their cartel, the fundamentalist Hindu groups decided to eliminate Karkare. But it was to be done in a way that no body should have doubts about the Indian military’s involvement in this. Again, trained terrorists of Atma Ghatak Phatak (AGP) [suicidal squad once desired by Bal Thackeray] were picked for the job to eliminate Karkare in a way that the blame can put be on Pakistan and ISI.

 India tried its best to stage a perfect terrorist plot as being planned and controlled from Pakistan by ISI. But it seems now that India fell into hole it tried to dig for Pakistan as more and more reports are coming on the media about these attacks and the inefficiency  of the Indian Police, Army, RAW, to protect Indian citizens. More confessions are on the way to unleash the sinister nexus between RAW, the Indian army and the terrorists. All this happened due to very strong rebuttal from the Pakistani media in reaction to what the Indian media was propagating to the World during the crisis when no investigations were even started. So, a considerable portion of the Indian intelligentsia started to look for the problem within instead of believing what the government news agencies were selling to the World and Indian masses.

 The latest investigation from Col Purohit revealed that more colonels and a major were also part of Malegeon. At the start, the Indian army was very mortified when Col. Purohit’s confession came to the media about Malegeon and Samjhuta Express. Col Raikar & Col Hasmukh Patel were also part of masterminding the Malegeon blasts.

 Recently it has been learned that the above mentioned officers, although not charged, are under investigation as their names were also mentioned by Col Purohit. Another serving officer who is being accused and investigated in the official charge sheet is Colonel Bapaditya Dhar of Parachute regiment at Panchmarhi.

 After looking at these names it is safe to assume that on further investigation from this new accused Col. Dhar, more links of the Indian Army infestation with fundamentalist Hindu organizations will be uncovered revealing the fascist elements among the top ranks of the Indian Army. After these facts emerged, the Indian establishment was forced to pretend as they were never aware of these terrorists in their midst. One such statement was made by Defence minister A K Antony saying that his ministry and the Army were "fully cooperating" with the investigating agencies. "It’s a matter of serious concern to all of us…. We are determined to go to the root of the entire issue," he said. "We are awaiting their (ATS and IB) report…. We will take all necessary steps after that. We are also taking internal steps (to prevent any occurrence of such incidents)," he added.

 It is ironic why he is not ready to throw light on what former Indian Prime Minister VP Singh said in front of the Jain Commission in Nov. 1996 about the forming the LTTE terrorist network in 1983.  So it is clear now that the Indian government and intelligence agencies were not only aware of these links of the Indian military with terrorist organisations but they used these links in order to pursue a national policy of state terrorism and the practice is still going on. (There are highly active offices and training camps of RAW working along Pakistan’s border with Afghanistan and creating low intensity conflicts with Pakistani state and military in order to soften it up for a major military battle on Eastern front.)

 Like recently out of embarrassment Indian Army Chief General Kapoor said, “Steps are being taken to prevent involvement of its officers in terror attacks”. From this statement it seems that he wanted to say “Steps are being taken to prevent any clue to be ended in ATS hands in terror attacks.”

 It is ironic that why he did not announce a broader inquiry to find out the remains of this nexus between the Indian military and Hindutva terrorists. But after looking at the above facts and history of these relations, it is not a very wise to expect any such inquiry in the Indian military ever.

 The Immediate goals of 26/11 are clearer than ever before…

• Eliminate Hament Karkare along with his team to put breaks on ongoing investigations which were illuminating all links between Indian military, RAW and Hindutva organizations.
• Divert attention towards ISI so that next time no one in India could ask about those investigations done by Karkare and his team before they got assassinated.

It is also to be noted that Lt Col Jayant Chitale and serving Indian Col Purohit are also neighbours where as Gen Hoon and many other ex-Indian army officers are active contributors of suicide bombing training to Hindu youth and also admit it openly.  This is a dangerous scenario for India in common and the World in general where the elements from the Indian army are taking part in training suicide bombers after becoming part of Hindu fundamentalist organisations.

 If these elements are let loose in the future which is a sure possibility keeping in view the track record of RAW then there is a strong possibility of the falling of Indian nukes into the hands of Hindu fundamentalists who are more dangerous to the World than any Pakistani religious group.

 India had been having civilian governments throughout its history while the armed forces have been sidelined in many issues including nukes which are under the civilian government more than the Indian army.

 But unfortunately Indian politics and successive governments over the years have been manipulated by Hindu fundamentalist organizations like RSS, Bajrang Dal and BJP. These organisations over the decades since the creation of India have gradually penetrated the Indian army. Now, with top ranking officials of the Indian army having links with the Hindu hardliner politicians who are fanatics and running suicide training camps, it is feared that Indian nuclear assets might be slipped into the hands of these Hindu fundamentalists who have been ruthlessly killing Christians, Muslims and Dalits in India.

 God forbid, that if these Hindu fundamentalist take over the Indian nuclear weapons, the region will face the biggest threat ever.

 Lawyer claims Karkare shot by ‘Hindutva terrorists’

A Mumbai-based lawyer has moved the Bombay High Court, seeking an independent investigation into the circumstances under which Maharashtra Anti-Terrorism Squad chief Hemant Karkare was killed.
Amin Solkar filed a public interest litigation (PIL) on December 11, mainly because Karkare was investigating the countrywide Hindutva terror network. The PIL has asked the court to appoint a special investigating team under its supervision.
Karkare had unearthed an alleged Hindutva terror plot while probing the Malegaon blasts case. The Muslims in Malegaon have always claimed Karkare was killed by Hindutva militants and not by Qasab.
Solkar’s petition is expected to be heard on Thursday. The PIL wants former CM of Maharashtra, Vilasrao Deshmukh, to file an affidavit disclosing the names of political leaders who wanted Karkare out of the ATS.
Former revenue minister Narayan Rane will also have some explanations to do. "A week after 26/11, he said some politicians had provided logistical and financial support for the attack," claimed Solkar.
