It’s not as if the clouds dodged borders and focused on Pakistan only. Pakistan’s water flows from Indian-occupied Kashmir and from US-occupied Afghanistan. A natural deluge should have shown some spillover effect into Indian and Afghan regions adjoining Pakistan. It is interesting that a second and a third wave of floods is expected in Pakistan when there’s no rain to justify it. Where is the water coming from? ISLAMABAD, Pakistan—There is a very sinister aspect to the floods in Pakistan that no one is discussing in the media. While there were rains and flooding in some rivers of the country, the size, scale and the gush of water suddenly pumped into these rivers defies logic. This is especially true considering that rains have slowed down since the breakout of the floods on 29 July.

 

It is two weeks since the rains stopped but water continues to rise in the rivers Indus and Chenab. There was no flooding in India or in Afghanistan. Never before have rivers in all the provinces of Pakistan flooded at the same time without a similar act affecting the upstream, the source. While some parts of the country, like some areas of Khyber Pakhtun Khwa saw flooding in 1929, the simultaneous floods covering all of Pakistan and in all of the rivers flowing in from Afghanistan and Indian-occupied Kashmir is something truly unprecedented.

 

The speed and quantity of the gushing water and the short span of time in which it picked momentum preclude the possibility that water from melting glaciers are solely responsible for the floods.

 

There is no evidence that suggests that glaciers decided to melt at a faster speed just in time for the heavy monsoon rains.

 

There is every likelihood that what we are seeing today is that the Indians and the US-backed regime in Kabul are using water as a weapon for the first time to deluge Pakistan. There is no doubt about it.

 

From an initial look at the data, it seems that a natural spill of heavy rain was exploited by releasing water reservoirs in Indian-occupied Kashmir and on river Kabul. Let’s remember that the Met Office in Pakistan had already forecast heavy rains almost ten days before the first downpour. Different people received this news in different ways. Pakistani politicians, inept and incompetent as usual, slept over it. The anti-Pakistan terrorists based on Afghan soil and supported by several countries used this information to exacerbate terror against Pakistani citizens in the southwestern province of Balochistan, knowing that the State machinery would be distracted.

 

Interestingly, even when it comes to water, it is Indians who are sitting to the left and right of Pakistan’s borders and controlling its water at the moment. The dam on Kabul river is handled by Indian personnel, while tens of dams choke Pakistan from the side of occupied Kashmir.

 

RIVER KABUL

 

In February, the Obama administration organized a meeting for senior government officials in Kabul and Islamabad who handle agricultural issues. The meeting was strangely held in Doha, Qatar, on US request. The agenda was to force the Pakistanis to grant agricultural concessions to the US-propped government in Kabul, without Pakistan getting anything in return.

 

But in the meeting, Mr. Zahoor Malik, a senior Pakistani bureaucrat leading the Pakistani delegation, raised the issue of an Indian company with close links to the Indian government building a dam on river Kabul near the border with Pakistan. It is not clear what the Americans and Karzai’s officials had to say about this. There is a track record, however, that the incumbent pro-US government in Islamabad has often swept such issues under the carpet in order not to jeopardize Washington’s support for the Zardari government.

 

All major rivers flowing into Pakistan including the Indus are blocked by Indian-built dams.

 

US and British officials often defend India and dismiss Pakistani concerns as ‘conspiracy theories.’ Some Pakistani analysts accuse elements within US government and intelligence of using Afghan soil against Pakistan.

 

But imagine this: India, a country that faces a debilitating conflict over Kashmir with Pakistan, goes to build tens of small and medium sized dams on all the rivers flowing down to Pakistan, and everything is supposed to work out smoothly? Not possible, even theoretically. But luckily Indian actions on the ground more than strengthen Pakistani concerns.

 

After the first wave of floods, the other rivers were flowing normally and no extraordinary rains followed. But suddenly Chenab and Indus Rivers overflowed and the flow picked up speed, turning into a flood. India’s Baghliar Dam in occupied Kashmir opened its flood gates to cause a tragedy in the plains of Pakistan [Sindh and Punjab]. While Sarobi Dam – the Indian-maintained dam near Kabul – controls the flow of Kabul River entering Pakistan.  The same thing happened here. Monsoons did not lash Afghanistan and there was no flooding there of any magnitude. But again, strangely, water flowing from river Kabul into Pakistan dramatically picked up speed as water levels increased turning into a flood. The speed with which this transformation occurred could have happened only because of one of two reasons: massive rains in Afghanistan or because Sarobi Dam released large amounts of water over a sustainable period of time.

PAKISTANI POLITICIANS

ANP, a US-allied party with strong links to Kabul and New Delhi and ruling the Pakistani northwestern province, has always opposed the construction of the Kalabagh Dam which would have saved thousands of lives and property had it been there. The ANP has argued that building the dam would drown the city of Nowshehra. Ironically, ANP’s lie was exposed when not only Nowshehra but also Charsadda drowned without the Kalabagh Dam being there and thanks to the artificial floods created in Kabul River by ANP’s Indian and Afghan patrons.

 

[Earlier this year, Washington and New Delhi came to ANP’s defense on the Kalabagh Dam project by lobbying the World Bank to refuse Islamabad’s request for funding the dam. The Bank obliged and said it can’t fund the project due to Indian objections.]

 

OUR RESPONSE

 

How Pakistan responds to this latest Indian water war and aggression is something that remains to be seen. What is confirmed is that the incumbent pro-US government in Islamabad is useless when it comes to defending the Pakistani interest. To be fair to this government, this unusual situation in Islamabad started under former President Musharraf and continues with the current ‘elected’ government with amazing continuity. This water aggression has proved more lethal than the TTP [so-called Pakistani Taliban] and the BLA insurgencies, both of which were started from the Afghan springboard to punish Pakistan.

 

Pakistan has taken another serious hit, more from its corrupt rulers than external enemies. These Indian Dams now need to be destroyed. India has declared war on us by exploiting and orchestrating these floods.

The real war on ‘terror’ must begin

 How can we process the idea of 20 million people left homeless and six million facing immanent starvation, with little or no locally produced food available for at least the next two years? How do you quantify feeding and housing 20,000,000 people - the seven zeros make the sheer scope of the disaster far more tangible than the word "million"?

More broadly, how do you help the sixth most populous country in the world - with 170 million people - recover from a flood that literally submerged one-third of the nation under water, while, in a cruel twist of fate, leaving many without fresh drinking water?

For most of the last decade, the US and its allies have been fighting a so-called ‘war on terror’ in the badlands of Afghanistan and Pakistan. But today a new ‘war on terror’ must begin - one that demands a commitment of attention, resources, and expertise far exceeding that devoted to the now outdated war. Failing to do this will result in a rise in extremism on a potentially unparalleled scale.

Unimaginable terror

Imagine the terror felt by 20 million people living without homes, water, medicine or food. Ban Ki-moon, the UN secretary-general, has seen plenty of major disasters, but after flying across the flood-hit country he declared, visibly shaken, that he has "never seen a disaster as bad".

Even as he spoke, survivors were so desperately grabbing at any relief supplies, ripping at each others’ clothes and causing such a level of chaos that in some places aid distribution has had to be stopped.

This terror is not going to numb the Pakistani people into apathy or a stupor. If an unprecedented relief effort on a scale that at least equals the amount of resources devoted to the other ‘war on terror’ is not mounted soon, an unfathomable level of anger and desperation will develop, with consequences that are impossible to predict.

‘Militant’ organizations are already on the ground handing out food and supplies, while the Pakistani government, as usual, stumbles - its hugely expensive army ill-equipped or trained to take on such a massive rescue operation.

All the wrong numbers

And yet, let us consider the numbers that are being discussed by the UN secretary-general, the US government and the international community more broadly.

The UN has asked for an initial $460mn to provide relief. So far, only 20 per cent has been pledged. The money is less and the commitment slower than that pledged to Haiti after its horrific earthquake in January.

At the time of writing, the US has committed about $76mn but that number will surely rise significantly.

But consider this number: The US is currently spending at least $12bn each month prosecuting the war in Afghanistan and the broader ‘war on terror’. That is 25-times the amount the UN has asked for to aid the 20 million displaced Pakistanis.

Looking more closely, the Congressional Research Service estimates that the US spends $1mn per soldier per year in the AfPak theatre. That is upwards of $300mn per day.

Every day, then, the US is spending three-and-a-half times more in AfPak than its present aid commitment to the flood-affected.

The Obama administration is allocating slightly over one half of one per cent of the US’ monthly war bill - or about $3.80 per affected person - to alleviate the sheer terror being experienced by tens of millions of people, who live in precisely the home base of the US’ avowed enemy.

Counting pennies

Imagine what will happen when the cholera, which is already being detected, and other diseases, really kick in among the millions of displaced people. Imagine the terror if children start dying by the thousands. And then the winter arrives.

Please excuse the indelicateness of the following question, but who the hell is advising Barack Obama? Not that he or any other person with an average IQ should need advice on what to do in this situation.

The US is spending $12bn a month to get rid of a few thousand people who hate it in a region that has been deemed of such strategic importance that it will continue to spend that money despite the disastrous shape of the US economy and the limited evidence to suggest its strategy is actually working.

A disaster of biblical proportions has just afflicted the primary target population in this war and the UN has requested the equivalent of pocket change to help get the relief rolling in and save untold lives.

And what does the Obama administration pledge? A bit over 17 per cent of the needed funds.

Why is the US president not just writing a cheque to cover the whole amount if others are dragging the bill? After all, who has anywhere close to the vested interest the US has in how Pakistan turns out?

Is this really the time to be counting pennies? Not a single assessment of the war in Afghanistan can demonstrate that the more than $100bn spent on it has made the situation better.

So why should Obama suddenly be fiscally prudent when six million children are at risk of deadly water-borne diseases and tens of thousands of women are due to give birth in the coming weeks (up to 25,000 of the newborns are not expected to survive if the current situation continues)?

War against poverty

Think of the good will it would generate if Obama stood up and declared: "If we can spend $12bn per month to fight a few thousand of your fellow country - and tribes - men, surely we can spend $1bn to keep tens of millions of Pakistanis alive, housed and healthy."

If the US has pledged itself, according to top counterterrorism official John Brennan, to a "multigenerational" campaign against al-Qaeda, would it not be wise to also pledge a multigenerational campaign against poverty, inequality, authoritarianism and corruption?

Does the Obama administration not understand which war is likelier to produce the desired results?

Besides the paltry sums being pledged (and if Haiti is any guide, only a small percentage of that money will actually ever be handed over), both American and Pakistani officials have pledged that the war on the Taliban in Pakistan, including in areas hard-hit by the floods, will continue.

Over the weekend US missiles killed 12 people. Meanwhile, 19 American helicopters are currently involved in the rescue efforts.

Precisely what kind of message does that send? "We are not going to give much to help you stay alive, but we will make sure to continue killing you during this time of greatest need."

A ‘new Pakistan’

Meanwhile, Asif Ali Zardawi, the feckless president of Pakistan, has told his compatriots: "Despondency is forbidden in our religion. We consider it as a test from Allah for us. This is a test for us and for you. We will try to meet all your wishes. We will build a new house for you. We will build a new Pakistan."

Of course, no one believes this, even in normal times.

Pakistan’s landed elite has long been at the heart of the country’s immense social, economic and political problems. It has never cared about "meeting all the wishes" of the mass of extremely poor Pakistanis on whose backs their wealth has long been secured.

The majority of the country’s wealthy build houses only for themselves and the "new Pakistan" that has been talked about since the country’s founding 60 years ago has always been little more than a chimera for the vast majority of the population.

Some members of the country’s elite have worked assiduously to try to change the country’s political culture and to address the rampant inequality that is the source of so much of Pakistan’s problems.

But the system is so dependent on this dynamic, and the country’s main patrons, the US and its allies, who need the elite to acquiesce to their wars, that it has proved impossible to rebuild the system in a more sustainable way.

Time for a truce

If the fears of the UN secretary-general and other aid officials about the scope of this disaster are born out, the Obama administration has only one option if it wants to ensure that this natural disaster does not doom its strategic goal of pacifying Pakistan and Afghanistan.

He must immediately declare a ceasefire in both Afghanistan and Pakistan, offer a truce to the Taliban, and pledge to put the full weight of the tens of thousands of soldiers currently in theatre, and the huge supply of military aircraft and equipment at their disposal, to the relief efforts in Pakistan.

There can be no better strategy for winning the other, now far smaller, ‘war on terror’.

Imagine how Pakistanis would respond if, instead of competing with the Taliban or al-Qaeda via drones, missiles and IEDs, the US was clearly at the forefront of a massive relief and rebuilding effort.

Imagine if US and other coalition officials, relief specialists and personnel were able to work with the grassroots organizations - many of which are tied to conservative and potentially extremist movements - and in the process begin to build bonds of trust and solidarity with the very groups who are currently so suspicious of American intentions and goals.

How would poor Pakistanis respond when the Taliban or al-Qaeda fighters come by again looking to recruit people for jihad against the US if it was clear that the US was actually spending more money on reconstruction than on destruction?

How would they respond if, instead of handing over "crops, fertilizers, and seed" (in the secretary-general’s words) to the country’s corrupt landed elite, the US led the drive to work with grassroots forces to break the cycle of dependency and corruption by empowering small farmers to take control of the country’s agricultural system?

Such a strategy has a chance of working where the current one of bombs and aid to the government has met with failure.

Reshaping the battlefield

The question remains whether the Obama administration, and concerned world leaders more broadly, have the honesty, sophistication, and dedication to take on this task despite the myriad forces on all sides that would be arrayed against it.

One thing is sure though, the Taliban and al-Qaeda are not waiting around to find out. They are already reshaping the battlefield, in ways that no amount of bombs or aid might be able to counter.

In the meantime, it is up to private citizens to take the lead.

Perhaps all those multi-billionaires who just pledged half their fortunes to charity might consider now a good time to start spending their money. And the artists and aid organizations that so quickly put together the concert for Haiti would be well advised to organize something similar for Pakistan.

As much as anything today, Pakistanis need to know that the world cares and will help them get through this unprecedented situation.

If we do not step up to fill the void, it is pretty clear who will, and what that will mean for Pakistan’s future and for ours.

With 94% of the World’s oil supply locked up by foreign governments, most of
which are hostile to the United States, the relatively puny American oil
companies do not have access to enough crude oil to significantly affect the
market and help bring prices down. Thus, ExxonMobil, a *“small”* oil
company, buys 90% of the crude oil that it refines for the US market from
the big players, i.e., mostly-hostile foreign governments. 

O’Keefe was the former administrator for the Untied States space agency NASA
from 2001-2005, and whose reign included the Space Shuttle Columbia

occurred on February 1, 2003, when upon its reentry into Earth’s
atmosphere disintegrated over Texas, and which this report says O’Keefe *

 Who Demolished the Babri Masjid ?

To start with a lot has been said by Liberhan Commission report leaked in  Indian Express[23-11-09] and a lot would be debated in this country on the role of RSS,BJP,Congress[i],VHP,Shiv Sena and Bajrang Dal in the demolition of Babri Masjid.What is heartening for me is that the report has not spared the so called Muslim Leadership of their Irresponsible and Unreasonable behaviour.Hence I would restrict this article to expose the involvement of bonafide muslim leaders in the opening of Ayodhaya locks and finally their involvement in the Conspiracy of 6th december,1992 Demolition. It is a fact when I tried to bring these facts before the Commission I was threatened by the lawyer present in the court representing the Muslim Cause.I had then made a written complaint and there and then submitted it to Justice M.S.Liberhan.My statement on these irresponsible Muslim leaders and Organisations was accepted by the Commission via an affidavit.Sources in the Union Home Ministry have confirmed to The Indian Express that the report is also severely critical of many Muslim leaders representing organizations such as the Babri Masjid Action Committee and the All India Babri Masjid Action Committee.
The elite leaders of these Muslim organizations, the report is learnt to have observed, constituted a class of their own and were neither responsible to nor were they caring for the welfare of those they claimed to represent. These leaders failed the community by failing to put forth a logical, cohesive and consistent point of view on the dispute, both inside and outside the courts, the Commission is said to have stated.Now that the report has appeared in the parliament it is very clear Justise Liberhan has not taken a very serious note of my affidavit. Indiction of former prime minister A.B.Vajpayee and clean chit to former prime minister P.V.Narsimharao are two new findings which the Liberhan Commission has come up with, besides giving clean chit to the Congress Party, only time will tell what were Justise M.S.Liberhan’s compulsions in not taking my affidavit in to consideration regarding my statement on the role of Congress party and its two Prime Ministers?

Will never forgive Rao for Babri Masjid Demolition at Ayodhya.- Personal Law Board.

20th dec’09 - LUCKNOW : [Bismillahnews] The All-India Muslim Personal Law Board (AIMPLB) on Sunday demanded that the Centre instruct the Central Bureau of Investigation to include charges of criminal conspiracy in the Babri cases pending in the Rae Bareli and Lucknow special courts.

The Board said the charges were in the combined charge sheet filed by the CBI but were deleted in 2003 when it was split. The board members would meet Prime Minister Manmohan Singh and Home Minister P. Chidambaram in the near future to press the demand, it was decided at an AIMPLB executive committee meeting at Darul Uloom Nadwatul Ulema here.

Discussing the report of the Liberhan Commission, the board approved its findings that the RSS, the VHP, the BJP and the Shiv Sena were responsible for the demolition of the Babri Masjid at Ayodhya. AIMPLB mantained a discreet silence on Liberhan Commission’s findiing  severely critical of many Muslim leaders . Briefing journalists, board spokesperson and assistant secretary-general Maulana Abdul Rahim Qureishi said the Centre’s assurance on expediting the pending criminal cases was not enough. The CBI should be instructed to produce before the special courts all material it had collected, and orders taken from the Allahabad High Court for day-to-day hearings in the Rae Bareli and Lucknow courts.

Maulana Qureishi said a first information report should be filed against those whose names were not mentioned in the CBI charge sheet but were included in the Liberhan report in the list of 68 persons “culpable” for the demolition.

Though the report could not be placed as evidence, it could form the basis of investigation and a fresh charge sheet, he said.

The Centre should declare in Parliament that it would respect the final judicial verdict in the title suit of the Babri Masjid before the High Court.

Alleging that the action taken report (ATR) on the Liberhan findings was not taken seriously by the Union government, the board said the proposed Prevention of Communal Violence Bill would not serve the purpose. Instead, it would provide an opportunity to perpetrate atrocities on Muslims and weaker sections. The opinion of all segments should be elicited before the Bill was reintroduced, the board suggested.

 

 

Management members of an institution must belong to a particular minority community for that institution to be eligible for minority status.   22nd DEC.2009:Under pressure from minority-run institutions, the Union human resource development ministry has proposed to amend the Right of Children to Free and Compulsory Education Act.The President of ORGANISATION OF INDIAN MUSLIMS FOR CHANGE and Chief Editor www.bismillahnews.in  Mr. Ahmed sohail siddiqui, thanks the Union human resources development minister Mr. Kapil Sibbal, for taking this step to ensure minority status of the minority run institutions. HRD ministry proposes to drop the provision under RTE Act which provides for a requirement that 75 per cent of a school’s management committee consist of guardians or parents of students after stiff opposition from minority institutions. The National Commission for Minority Educational Institutions, India’s apex minority education watchdog, had also opposed the provision stating that management members of an institution must belong to a particular minority community for that institution to be eligible for minority status. The NCMEI had pointed out that children from several religions studied at minority schools. Thus, forming the school management committee according to the RTE law could mean giving up minority status. The Commission had stated that under Article 30 of the Constitution, minorities are allowed to run and administer their own education institutions, and claimed that this provision violated the law. Sources stated that though the HRD Minister had earlier maintained that the Act doesn’t violate minority rights, he is understood to have given the go-ahead for the amendment. The latest move for amendment comes close on the heels of another proposal by the HRD ministry to bring in an amendment to the Act to include sections of disabled left out of the legislation’s ambit. This move has been prompted after the Act came in for criticism from the disabled groups. The Right of Children to Free and Compulsory Education Act was passed by Parliament in the Budget Session and the HRD ministry wants to begin implementing the Act in a phased manner from the upcoming academic session.

Courses, Since Independence the Union Government and state government’s governing various Central and State Universities are providing scholarships to anyone(including Muslims) who gets selected for these courses,under the UGC guidelines,today there are thousands of Muslim academia with Doctorate’s and Professorship teaching at Various central and state Universities in India and abroad. At present Hundreds of Muslim students are pursing these courses and are being provided scholarships/stipend at par with Non-Muslim students. What is new in what Mr. Salman Khursheed is claiming? Is he deliberately selling old wine in new bottle? It is expected that Mr. Salman Khursheed will clarify his statement to avoid the matter being made political?
