Indo-US-Israel-Afghan collaborative game against Pakistan

9/11 dramatically converted Pakistan from an international outcast under a military dictator aligned with extremist Taliban regime in Kabul to become a key strategic partner of America’s war on terror. This change in status brought about by USA did not come about out of the blue but under a well conceived design. While Afghanistan was already on the hit list of USA since 1997, 9/11 gave a ready made excuse to forcibly occupy it and bring a regime change of its liking and to then work upon the laid down regional objectives.
In its pursuit to denuclearize and secularize Pakistan, the US in concert with Israel, India and Britain worked out several contingency plans which ranged from coercion combined with inducement to destabilization, balkanization and fragmentation. Gen Musharraf was successfully coerced to ditch friendly Mullah Omar led Taliban regime in Kabul, to help US in militarily occupying Afghanistan, and to become a frontline state to fight US war on terror. Pakistan had to accept anti-Pakistan and pro-India Northern Alliance regime under Hamid Karzai in Kabul.
When Pakistan expressed its reluctance to send regular troops into South Waziristan (SW) to oust foreign terrorists since it had never done so in the past, Washington threatened that US forces would barge into FATA in case Pakistan failed to abide by its orders. Pakistan was induced to do Washington’s bidding by rescheduling Pakistan’s foreign debts and offering five-year package of $10.5 billion. By 2009, only 30% of this amount trickled into Pakistan’s kitty which barely met the expenses incurred on services rendered; the rest shifted back to US treasury. As against this puny amount the US spent $60 billion annually in Afghanistan.
Once the Army moved into SW, it was trapped and it was ensured that it got involved deeper and deeper in fighting futile war on terror. Nek Muhammad belonging to Ahmadzai Wazirs was killed by a US drone soon after he met Commander 11 Corps Lt Gen Safdar and inked Shakai peace accord in July 2005. Maulvi Nazir took over from Nek. Since Nazir reused to play American game, Abdullah Mehsud was released from Gitmo Prison and launched to accelerate militancy. His cousin Baitullah Mehsud too picked up the path of militancy but both operated separately so as to enlarge their areas of influence in FATA and beyond.
Army was pressed to shift from Wazir belt to Mehsud belt within SW. Abdullah was responsible for abducting and killing Chinese engineers working in Gomal Zam Dam project. It was RAW-CIA guided move to spoil Pak-China relations. Abdullah was killed in Zhob in July 2007 by Pak security forces. After his death Baitullah took up the mantle. The Army which had inked peace accord with Baitullah in early 2006 was pushed into North Waziristan (NW) to confront Hafiz Gul Bahadur led Othmanzai Wazir militants. Another peace deal was signed in NW in September 2006.
It was in this timeframe that Pakistani Taliban (PT) mysteriously surfaced in NW in late 2006 where Mir Ali and Miran Shah became their strong points. PT were later on duly trained, equipped, funded and protected by CIA, FBI, RAW, RAAM and Mossad foreign agencies based in Afghanistan and pitched against Pak Army to lock the two in deadly combat for a prolonged period. To prevent the Army from defeating militants, the army units operating in FATA were kept dependent upon doctored intelligence provided by CIA, FBI and satellite communication till as late as 2007. Bleeding and weakening of Army was considered essential for the success of the gory plan since without its destruction none of the envisaged objectives could be achieved. PT also helped USA in defaming Islam and Afghan Taliban.
Ranks of PT swelled after botched Lal Masjid operation in July 2007 triggering recruitment of fighters and suicide bombers in large numbers. Hafiz Gul Bahadur and Baitullah broke peace accords with security forces in July and August 2007 respectively. Mohmand Agency also came in the grip of militancy. Secular forces in Pakistan egged on by the west were responsible for instigating Gen Musharraf to launch a needless bloody operation. Revenge of killings of women and children receiving education in Jamia Hafsa became the rallying point. The Army was dubbed as a rental army on the payroll of US. Based on this analogy, killing of a soldier became a just cause. Reverses of Army at certain places in FATA further galvanized their spirits.
Taking advantage of hurt sentiments of the people of the area, RAW with the assistance of RAAM took upon itself to recruit fresh crop of fighters and to provide training, funds, equipment and reinforcement to PT from Afghan soil. Notwithstanding factor of revenge, chief causes of motivation of militants were regular handsome monthly salaries, perks and authority. Taste of adventure and heroism and easy availability of women to marry were other reasons to get lured. These were too intoxicating pleasures for the uneducated, unemployed youth belonging to poor families to go to any lengths.
Foreign agencies kept fueling their grievances and eulogizing their dare devilry. They pumped them that their cause to get rid of corrupt rulers and to introduce Sharia was genuine. Pak Army was projected as a mercenary army of the US. In the same breath it was ridiculed by USA for not doing enough and pressed to do more. It was also accused of being in cahoots with the Taliban and al-Qaeda. Drone attacks which started hitting targets in FATA from January 2006 onwards remained confined to anti-US elements only or those refusing to tow US agenda. Purpose of drones was to fuel terrorism and not to curb terrorism.
Unheard of Baitullah who took over the reigns of Taliban in July 2007 surprisingly managed to establish Tehrik-e-Taliban-Pakistan (TTP) in December that year with its tentacles in all the seven agencies of FATA and in Darra Adamkhel (DAK). The TTP took a leaf out of Taliban rule in Afghanistan, whom they considered as their mentors and tried to emulate them by fighting evildoers to purge the society of immorality and dispensing speedy justice to victims. Bandits of the area who had made the life of peaceful residents miserable were nailed and many hanged to death. In order to become the dominant force in FATA, Taliban started to gun down pro-government Maliks and Mullahs in two Waziristans, the two pillars of Pakhtunwali. Police, Frontier Constabulary, Khasadars were targeted. Government officials were kidnapped and harassed to force them to abandon their offices. Other than CIA and FBI outposts, Blackwater was also moved into FATA to lend a helping hand in the killing spree. All this was done to weaken Jirga system and administrative machinery run by political agent.
RAW with easy money procured from illicit drug smuggling then started to equip TTP on a crash program. Bajaur, Swat and SW were converted into major strongholds where massive weapons, ammunition, explosives, suicide jackets, medical stores and other war munitions were stored in hundreds of caves, man-made tunnels, roofs and walls of houses and other secretive places throughout 2008.
CIA and RAW also helped TTP in getting aligned with several banned extremist groups so as to develop its capacity to engage Pak Army in a prolonged guerilla war, launch suicide attacks and group attacks against a specific defended or undefended target within cities. Idea was to enable TTP to strike targets within cities and also to show to the world that non-state actors had become strong all over the country. Its ability was however not built to hit targets outside Pakistan. Pak Army on the other and was denied requisite funds and counter terrorism equipment on the plea of Indian imaginary fears that equipment will be used against India.
CIA helped Baitullah getting aligned with Fazlullah led militants in Swat and making it part of TTP in February 2008. TTP also made inroads in southern Punjab wherefrom Punjabi youths were recruited. Unknown Fazlullah became popular in Swat and Malakand Division because of his preaching on FM radio which could not be jammed because of Israeli made transmitters. His motivational thrusts revolved around anti-Islamic lifestyle of the elite class, their insensitivity towards the poor, growing immorality and lack of justice.
The Taliban spread their influence to Bajaur which became restive after a drone attack on Damadola village in January 2006 and another strike on a madrassa in October 2006 killing 80 young students. Within a year’s time, Bajaur, attached with Kunar province of Afghanistan in north, turned into a formidable stronghold of Taliban under Maulvi Faqir where the Frontier Corps (FC) had to launch several operations. 100,000 locals got displaced as a result of Frontier Corps (FC) operation launched on 10 January 2008. FC operation under Maj Gen Tariq conducted in July 2008 ended on a victorious note in February 2009. It transpired that Bajaur militants were heavily funded and provided with all sorts of armaments and reinforcement by foreign agencies from Kunar. Uzbeks, Tajiks, Afghans and RAW agents used to assist Taliban in fighting security forces. Afghan intelligence chief Amrullah Saleh personally coordinated Bajaur insurgency.
Simultaneous to heating up of Bajaur, Swat under Tehrik-e-Nifaz-Shariat Muhammadi (TNSM) of Maulana Sufi, led by his son-in-law Maulana Fazlullah became turbulent. After a military operation in November 2007, another operation was launched in August 2008 which ended in Swat Treaty in February 2009 according to which Nizam-e-Adal was to be enforced in Malakand Division and in return the militants would cease militancy.
Mohmand Agency heated up and turned into another formidable front for security forces in 2007. Divided into two as upper and lower Mohmand, it shares border with Nangahar province of Afghanistan to the west, Khyber Agency to the south, Bajaur to the north and Malakand, Charsada, Peshawar to the east. Until 2007, Mohmand was the most peaceful Agency in tribal belt and known for its moderation. Banned militant groups played a role in activating militancy in this region. Consequent to Lal Masjid operation in July 2007, over 200 militants took over a huge mosque in Ghazi Abad village near Ghilanai and renamed it as Lal Masjid. An unknown figure Umar Khalid gained prominence. He had received military training from Harkat-ul-Mujahideen and had participated in Kashmir Jihad and had also taken part in Taliban last ditch battle against US invasion in 2001. All those who were pro-government were gradually put to death on the plea that they were infidels, hypocrites and American spies. This way, authority of tribal elders was gradually enfeebled.
Three militant groups including Lashkar-e-Islam cropped up from nowhere in Khyber Agency to create law and order problem in Landikotal, Tirah, Jamrud and to threaten Peshawar. Capital city was attacked by terrorists and kidnappers under a planned program. Kurram Agency was rocked by foreign instigated Shia-Sunni conflict resulting in tens of hundreds of deaths. An operation had to be launched to quell the sectarian unrest. RAAM was heavily involved in fuelling turbulence.
Besides FATA, Balochistan was also made turbulent in 2005 by cultivating rebellious Baloch Sardars of Bugti, Marri and Mengal tribes and nationalist Baloch political leaders. Baloch rebels were trained, funded, and equipped on a massive scale to fix security forces in interior Balochistan. Gradually the flames of terrorism were brought to the capital city Quetta. After the death of Akbar Bugti, RAW planted the seeds of separatism among Baloch nationalists and rebellious elements. Balochistan became a priority target for USA-UK-India because of commercial and strategic interests. Exiled Baloch leaders were sheltered in Kandahar and in London and mandated to work for independence of Balochistan.
Another peace accord was signed with Hafiz Gul Bahadur in NW in September 2008 which is still intact. Peace agreement with Maulvi Nazir in SW is also holding on. Peace accords signed between militants and security forces or any sort of parleys taking place out of security and humanitarian compulsions are deeply resented by USA since it go against their plans. They wanted Pak Army and the militants to continue fighting till death. It was this hidden urge which prompted every US official to keep pressing Pakistan to do more and more. Peace deals gave an excuse to USA, India and Afghanistan to shout aloud that Pak Army was either soft towards the militants or didn’t have heart to fight them or was in cahoots with them. This charge-sheet has not been withdrawn till to-date.
Once India felt confident that the bastion of Swat fortified with huge efforts would be able to pin down a corps size force irreversibly, it advised the US to press Pakistan to start an operation in Swat in April 2009. It was also sure that Pakistan will not be able to cope up with the burden of 2.5 million displaced persons since by then its economy had slumped and was at the mercy of IMF and the new democratic rulers duly washed by NRO were also in the grip of Washington. When reverse happened, all hopes were pinned on SW becoming the final killing ground for systematic destruction of Pak Army.
When Pak Army turned the tables on TTP, it disconcerted the plot makers beyond measure. They could not imagine in their wildest dreams that Pak Army would break the back of TTP and that too in very short time. Their wish to steal nukes shattered. Instead of defaming the Army and lowering its morale, its image up surged and morale went sky high. The Frontier Corps and other paramilitary forces including police performed brilliantly. The PAF lent full support by way of targeting sanctuaries of militants.
Orakzai Agency tucked in depth and well away from Afghan border but linked with Kohat and Peshawar had remained peaceful till as late as mid 2008. A deadly suicide attack on a Jirga that had assembled to form a lashkar to confront Taliban made this region turbulent as well. Waliur Rahman holds sway over militant group which coordinates its activities with Taliban in DAK. After loss of main base of TTP in SW in November-December 2009, Orakzai was prepared as an alternative base. This region has also been sufficiently neutralized.
Extremists bottled up in specific areas first slipped into settled districts of Khyber Pakhtunkhwa and then to major cities of Punjab and Karachi thus spreading terrorism all over. Militant groups banned by Musharraf in 2001/2, had become sleeping cells in major cities. These groups had come under the wings of TTP and got activated once runaway Taliban sought shelter in cities. Latter having got weakened do not command effective control over the militant groups from Punjab but remain in collusion. RAW exploiting the fluid situation created new groups like Asian Tigers under Osman Punjabi. Main groups are Lashkar-Zil headed by Ilyas Kashmiri, Jaish Muhammad under Maulana Masood Azhar, Harkatul Jihadul Islami under Qari Saifullah and Lashkar Jhangvi under Akram Lahori.
Baitullah and his Shura and Mehsud belt as a whole were spared till such time he started behaving independently and giving anti-US statements in March-April 2009. When he claimed responsibility for a terrorist attack in New York in April 2009 and failed to unleash his horde of suicide bombers during operation Rah-e-Rast in Swat, he was declared a liability and a security risk and marked as a target. A warning shot was fired on him by a drone in June, but he had a narrow escape. He was eventually gunned down on 5 August and his death sparked leadership crisis in TTP. Hakimullah took over the reigns of TTP and accelerated suicide bombings and group attacks on military and civilian targets in major urban centres in Punjab so as to break the momentum of operations launched in forward areas and thus release pressure. He too apparently fell from America’s grace when he was found to be associated with Jordanian suicide bomber who killed seven CIA agents at Khost base. Although his death was widely reported in western media, however, after few months he was re-incarnated. His rebirth was timed with Faisal Shehzad’s Time Square botched attempt.
TTP and other militant groups in Pakistan are of no concern to USA and India. What concern the duo are remnants of Al-Qaeda, Haqqani network and Gul Bahadur led militants in NW, Maulvi Nazir in SW and Lashkar-e-Taiba (LeT) in Punjab. Let is being projected as a global threat and blamed for current nonviolent unrest in India-Held Kashmir. The US instead of extending support to Pak Army to fight its battle with TTP and Fazlullah led militants in Swat-Shangla; it has been lending support to TTP. Hundreds of US, Indian and Israeli origin weapons recovered from Swat and SW during recent operations is a clinching proof of their involvement. It implies that the US didn’t want Pak Army to defeat terrorism in Pakistan but to preferably get defeated or as a minimum get pinned down irretrievably. India instead of tackling existential threat posed by Naxalites to Indian Union, it is myopically wasting all its energies in supporting terrorists in Pakistan, foolishly hoping that downfall of Pakistan would end all its worries.
While there has never been any doubt of Indian involvement in Pakistan’s domestic affairs, WikiLeaks has confirmed clandestine role of CIA in destabilizing Pakistan. It is now established that CIA has all along based its assessment on Afghanistan and Pakistan on the inputs provided by Afghan intelligence which gets fed by RAW. WikiLeaks has given an insight to Indo-US-Israeli-Afghan collaborative game of maligning Pakistan through an orchestrated vilification campaign with evil intentions.
Ironically, the US has different sets of laws and standards for itself. While it gets outraged on finding any sort of linkage of Pakistan with Afghan Taliban, it is striving hard to negotiate with them. It has been ignoring peace accords inked by British soldiers with Taliban in Southern Afghanistan. It is also ignoring India’s cross border terrorism against Pakistan and massive human rights abuses of Israel and India against Gazans and Kashmiris. Washington also refuses to admit its blunders and failures on the political and military fronts and has never found faults in its Generals operating in Afghanistan nor has it ever pressed them to do more. It continues to remain under the spell of Israel and India, bent upon rolling the honor and prestige of US military in dust in Afghanistan.
Much hyped strategic dialogue with America is already proving to be a big hoax when seen in context with the renewal of pressure tactics and use of aggressive language by US leaders. Extreme pressure was applied on Pakistan to launch another operation in North Waziristan well knowing that Pak Army was outstretched and didn’t have the means to stretch any further and that too without fully consolidating gains in Swat and South Waziristan. In the wake of devastating floods and engagement of 60,000 additional troops in relief operations, opening of a new front for the time being has become impossible.
As long as perceptions and threat perceptions of the US and Pakistan are at variance, mistrust and misunderstanding will not fade away and US officials would keep blowing hot and cold. Hawkish attitude towards Pakistan and visible tilt towards India will not help in bridging the trust deficit and in toning down anti-US sentiments. India and Israel will continue to sprinkle fuel on the differences and clashing interests to keep the US fearful and antagonistic towards Pakistan. Notwithstanding wicked designs of the duo, the US should strive to win hearts and minds of Pakistanis by doubling its flood relief efforts altruistically to mitigate the sufferings of flood affectees without extracting its pound of flesh. In the wake of colossal losses suffered by Pakistan in war on terror and now in floods, the US instead of extending loans or rescheduling debts, it should demonstrate its sincerity of purpose and help Pakistan in getting rid of its external debt. This step will go a long way in reversing perceptions from negative to positive and in forging mutually sustaining lasting friendship.

LETTER TO THE EDITOR: SAFFRON TERROR, THE NEW ENTRANT IN US MAINLAND
America’s Home Land Security Department has its hands full with Islamic
‘terrorism’ within the country and abroad too. However, if India’s Home
minister P. Chidambarms’s clear warning in the parliament about ‘Saffron
Terrorism’ has opened a Pandora’s Box and news is gradually filtering that
Saffron elements are active in the US at different levels. The arrest of an
Indian film maker Jay Kumar at a Texas airport with Jihadi literature and
brass knuckles, together with a host of material on the art of spying, has
shocked India. Jay Kumar with the extremist RSS links had been invited to
address a Hindu gathering in Texas. It shows that there does exist in the US
various religious or religio-social groups, with links to India’s extremist
terrorist organizations that have now become an open secret in India. RSS,
which was formed back in 1925, had nurtured grass root cadre who took part
in organized communal riots, even with the connivance of the British
administration. They were helpful in clearing up land for the benefit of
Jain Industrialists, who were part of a collective conspiracy to rob Muslims
of their villages and agricultural lands. Their specially is to fight
Muslims. They have been so persuasive and efficient that when a single of
their cadre in the air control tower could easily give wrong instructions to
two airplanes, one from Saudia and another from Kazkhakistan that resulted
in mid-air collision. All 349 people on board both flights were killed,
making it the deadliest mid-air collision in history. The whole episode was
so efficiently managed that the air-controller was never heard from.
Instead, RSS cadre descended on the clash sites on the pretext of providing
humananitarian aid, though in fact scourging the area for any tell-tale
evidence, which were wiped out. It is interesting to note how Lockerbee
disaster was continuously monitored and security agencies from different
countries collaborated to bring out the correct picute. Nothing like
happened in case of Charkhi Dadri, Haryana in India. That shows how much
Congress government is hand and glove the extremists.
Another warning was raised by Dr. Omar Khalidi of Waltham, MA, about the
proposed visit of one RSS rabble rouser, Kumari Rathambara, who played a
major role in mass movement leading to the pulling down of the Babri Masjid,
in Ayodhaya. Thousands innocent died in communal riots organized by Saffron
cadre, all over the country. If she is coming to US, that means she could be
having an agenda that may or may not be in consonance with US policies in
India, especially concerning either Indian Muslims or the Muslim world at
large. Saffron extremist find ready help, assistance and support from
extremist Zionists of the type that have blown of the matter of Zero Ground
Mosque. Both groups posed themselves the chosen people of the world and thus
find natural affinity.
An earlier attempt for Gujarat’s Chief Minister Narendra Modi, who is widely
believed to be behind the state sponsored Gujarat genocidal riots, was early
nibbed in but, when State Department refused to give him a via, apprehesive
of widespread demonstration against him in the US.
The recent upsurge in Hindu extremist entry into US mainland is possibly an
organized attempt to present the US administration with some fait accompli,
about their anti-social activities, their anti-Muslim agenda, their media
savvy, and their identification with other anti-Muslim groups in the US. A
face-off between the two sides, will further disturb America’s communal
harmony. The reaction of Muslims whether Indian or world Muslims, is still
in the offing. It will appear once the Saffron show their true colors in the
US. It is better for Homeland Security to be forewarned. Raj Kumar’s US visa
was cancelled instantly, even before any court proceedings against him. Such
vigilance in issuing of US visa to dubious extremist characters from India
would go a long way in maintaining peace.

TOI brings Islam into Kashmir imbraglio

targeted Indian Muslims for their grave sin of adopting Islam as their

TOI’s own special hatchet-man, bearing a Muslim name, but sold out to his
employers in churning out articles that do not reflect either the truth or
the real aspirations of Indian Muslims, whom TOI had directly addressed its
exhortation. *

*By selecting the headline: “Geelani should re-read Islam”, Mohammed
Wajihuddin and TOI have challenged Indian Muslims in general to interpret
Islam, as per the guidance of the Jain owner’s own agenda. *

*However, the Kashmir problem which is being discussed interwoven into the
narrative, has nothing to do with Islam. It is a movement against the
oppression of a government run by a hawkish oligarchy that is so drunk with
the power of army, that it has no need to treat its ‘supposedly’ own people
as human beings. Can the modern media-linked world remain calm if 50
protestors are killed by security forces within a fortnight in any part of
the world?*

legitimizing an obnoxiously oppressive regime on people that are not
necessarily of the same colour, race, religion, social status and/ethnicity
as the ruling elite.*

violence, has more to do with Geelani’s steadfast opposition to New Delhi,
which has for all practical purposes imposed an occupation army on the

issue of legitimate public protests against the brutal stranglehold of a web
of so-called security regime, whose mind-set has been most pronouncedly for
decades that of an occupied force holding on to a conquered people.*

*Wajihuddin’s line up of the 3 Islamic scholars to bolster his agenda
against Islam, themselves have not been able to establish any linkages
between the current political upheaval and Islam. *

*Maulana Wahiduddin Khan’s narration of an stray incidence has nothing to do
with any Islamic content to his political views that with the so-called
independence, if at all granted to Kashmir, Azad Kashmir will be a failed
state. That verdict is a political judgment and has nothing to do with his
Islamic scholarship. *

*The same is the case with Wajihuddin’s other favourite Islamic scholars,
who are bringing in the subject of Islamic fundamentalism and extremism to
legitimize the fundamentalism and extremism of the Indian security elements
in Kashmir. *

*Sultan Shahin has an axe to grind against Islamic radicals and his vision
is so blurred that he cannot see that the problem of Kashmir is not of the
making of any Islamic fundamentalist; though they, the radicals may try to
hijack it as such. It is a straight forward problem of governance of a
people that do not see eye to eye with their distant rulers who have made
their everyday lives fraught with fear and despair and that too for over
half a century. *

*By trying to sideline the real problem from the real life miseries, and
shift the focus to Islam and its radicals, TOI and Wajihuddin are in fact
rendering a disservice to India itself. *

*Unless the rulers are made aware that the protests mounted by genuine
victims of India’s heavily oppressive army presence in every nook of corner
of their communities, is not emanating from Islam, all efforts if any by the
ruling coterie at the helm of affair in New Delhi, will only buy time for a
further later postponement of the real problems till outsiders intervene. If
India is constitutionally secular, the basic logic of its solutions for
Kashmir has to be on the lines of secular principles and not on the
confrontational lines of Islam v/s Hindutva, as TOI would like to have it.*

based on a skewed, selective reading of Islam.’ He brings in Geelani’s
supposed ideological mentors, Jamaate Islam’s founder Maulana Abul Ala

propagated the theory that Islam wanted Muslims to strive and establish an
Islamic state. But the exclusivitism idealized by some Islamic scholar does
not hide the fact that it is a basic human instinct. Did not Nehru, Patel
and other Congress leaders, agreed to partition as they wanted the rest of
India to be ruled exclusively by them — the Brahmin ruling class? So why
then merely demonise Muslim scholars. This is age-old and universal and
almost human phenomenon. History is unfortunately replete with incidents
where the need to go exclusive has been the real motivations to lead to both
victories and disasters. Are US and Zionists not trying to impose their New
World Order to achieve exclusive power to rule the world on their terms? *

campaign against that Brahmin ‘exclusivity’ instead of crying over Maududi’s
call for Muslim state which is hardly relevant to India or Kashmir?*

RAW: The Dangerous Wolf; Threat To World Peace!

It is now an established fact that no South Asian state has ever indulged in covert operations or cross border terrorism against its neighbors. The only culprit is India which resorts to this evil practice against all its neighbors, be it Pakistan, Sri Lanka, Bangladesh, Nepal, Maldives, Bhutan, China and Myanmar. It has dovetailed clandestine operations into its war strategy to apply it against its foes during peace time for harassment, intimidation and blackmailing purposes and for weakening them from within. Afghanistan has been used by Russia and India to raise the bogey of Pashtunistan, render support to Pakistani runaways and rebels and to launch covert operations against Pakistan. Karzai has belatedly assured Pakistan that it would not allow its soil against Pakistan. Hopefully he sticks to his commitment. Marching orders given by Karzai to his intelligence chief and interior minister, both venomously anti-Pakistan and favorites of Washington are positive signs though some more steps are needed to scatter away clouds of distrust built over nine years.
The US military has starting packing its bags to wind up its business in Afghanistan and go home starting July 2011. The US and Karzai’s tilt towards Islamabad are ominous developments for India vying to have complete sway over Afghan affairs after the departure of coalition forces. The entire Indian leadership is in a state of depression. Its spin doctors are at a loss but are still scratching their heads how to retrieve the situation. Indians are feeling out of place since they are akin to traits of a scorpion which stings compulsively.
Indian Foreign Secretary Nirupama Rao and Home Minister Chidambaram were here in Islamabad to renew talks. An Indo-Pak talk is a drama staged by India at the behest of USA. India loses all and gains nothing out of composite dialogue, which she had purposely stalled after Mumbai attacks. She stubbornly clung to her one-point agenda of no talks without Pakistan tackling India’s concerns about terrorism. After intense pressure from USA, stuck in Afghanistan and urgently requiring Pakistan’s services for a bailout, India has reluctantly relented and agreed to resume talks. However, the entire focus of talks was on terrorism. Chronic issues such as Kashmir dispute, Siachin and Sir Creek problems, water problem, RAW’s support to terrorists in Balochistan and in FATA were skipped. India wants solution to Kashmir as suggested by former President Gen Musharraf. It had been mutually decided to sideline UN resolutions on Kashmir, convert Line of Control (LoC) into soft border and to put the dispute in cold freezer as had been done during Simla Agreement in 1973.
But for lawyers movement which weakened Musharraf, the sellout plan would have been implemented in 2008. It is for this reason that Indian leaders fondly remember Musharraf and pray for his return. President Zardari was also in favor of this plan as was evident from several statements he had made on Kashmir and the so-called ‘good news’ he wanted to give to the nation. Had the Army under Gen Kayani not taken a firm stand and had Zardari not lost his reputation and credibility, he would have given a go ahead signal to the plan. Zardari’s inability to open up nuclear program for US and IAEA inspection, bring ISI under Interior Ministry and to implement Indian dictated Kashmir solution has disappointed USA and India. To twist his arm, he is off and on subjected to barrage of vilification campaign, most of which is based on facts.
Pakistan had been led up the garden path by India through much hyped composite dialogue in early 2004. It was pledged that all issues including Kashmir would be resolved through dialogue. Four rounds of talks were held but nothing concrete came out of the meetings. While Pakistan lost a lot, India gained a lot. Under the garb of friendship, India successfully completed fencing of LoC, defanged armed resistance in Held Kashmir, redirected all Jihadi outfits towards Pakistan, made Balochistan, FATA and large parts of Khyber Pakhtunkhwa restive, lowered the image of Pak Army and other institutions through propaganda campaign, consolidated tentacles of RAW within Pakistan, disturbed law and order situation, built several dams over rivers Chenab, Jhelum and Indus and reduced flow of water into Pakistan. India not only enhanced its presence in Afghanistan significantly but also spread hatred amongst Afghans against Pakistan to keep the two neighbors perpetually hostile to each other. Through these acts, it impoverished the economy of Pakistan.
While preaching friendship, Indian military feverishly built up its strength and former Indian chief Gen Kapoor hurled threats of Cold Start and limited war under a nuclear overhang. Pakistan quietly digested all the insults and harms inflicted upon the body of Pakistan under the skewed policy of appeasement and under a misperception that Kashmir issue would be resolved. In return, India didn’t budge an inch over any of the disputes and continued to maintain its pre-2004 rigid stance on all issues. It showed its ugly face after Mumbai carnage and reverted to its old policy of antagonism.
Having gained on all fronts, India is unprepared to dole out any concession to Pakistan. It still wants more from Pakistan. It wants Pakistan not to oppose its key role in Afghanistan, its right for a land route to Afghanistan via Wagah, and its membership to UNSC. It also wants Punjab based banned Jihadi groups like Lashkar-e-Taiba, Jamat-ud-Dawa, Jaish Mohammad and Sipah-Sahaba to be crushed and Muredke religious centre to be dismantled. India is keen to extend physical support to help Pak security forces to tackle these outfits. Punjab being the only stable province, it has become an eyesore for India and it desperately wants its destabilization. The likes of Salman Taseer and RAW sponsored Tehrik-e-Taliban are helping India in its nefarious designs.
RAW is among the leading terrorist organization which is bleeding South Asia but surprisingly no finger has ever been raised on it. The US and western think tanks and newspapers never tire of concocting stories against ISI but see RAW, Mossad and CIA chaste and spotless. This is because they are birds of same feather and are flocking together in pursuit of common objectives.
Pakistan and other South Asian countries have remained the victims of intrigues and conspiracies of India for the last 63 years. It pretends to be well meaning and friendly but it always carries a dagger under its armpit and strikes whenever opportunity comes its way. It is principally responsible for impeding the growth of SAARC because of its habit of hegemony and selfishness. It is high time for SAARC countries minus India to get together and collectively combat the Indian menace. Awareness drive should be initiated by Pakistan to expose true face of India.
I propose immediate establishment of a joint intelligence centre at Islamabad or Colombo on the pattern of the one working in Jabal-al-Siraj, north of Kabul. Both are well trained in the art of counter terrorism and have successfully fought RAW sponsored terrorism. The new intelligence setup should have tentacles in all the affected South Asian countries to share intelligence and monitor activities of home based and foreign based terrorists, spies and double agents. Assistance of China may be sought or it may be co-opted. Intelligence Centre should maintain close liaison with intelligence agencies of selected Muslim states which follow independent foreign policies and are not close to India. Intelligence can be exchanged with CIA, FBI and MI-6 prudently and on need basis only.
Besides, a joint media and publicity cell should be opened to counter Indo-US-Israeli propaganda. In addition, each country should raise a counter terrorism force fully equipped with requisite firepower, mobility and technology superior to what the terrorists possess to be able to dismantle terrorist networks, disrupt supply routes and sources of funding. Collective efforts should be made to beat RAW in its own game.

Successful Protest Demonstration Regarding Minority Scholarships at Azad Maidan by SIO

Students from every nook and corners of Mumbai gathered here in large numbers to express their anger against Govt.

Post Demonstration a delegation of SIO along with CID and Police met Joint Director of Higher Education Mr. Shantikumar Gupta and explained him the total scenario and nuisance going on within education department. The ISSUE
The Central Government had allocated 64,400 scholarships for the students of minority communities in Maharashtra under the post-matric scholarship scheme for the year 2009-10. Due to improper and poor publicity of the scheme by the Government of Maharashtra, only 24,064 applications were received by the administration. After due verification and scrutiny of the applications by the Directorate of Higher Education the Data of the students as well as proposal was sent to the Ministry of Minority Affairs, GoI. Later, the Central Government cleared Rs 15 crore for the scheme in the state. Ideally and legally, the respective amounts should have been transferred to the students by the month of April 2010. But due to the lethargic attitude of the Congress-NCP government and the callous attitude of the authorities towards minorities, the amount of Rs 15 crore is still lying in the Bank of Maharashtra.
The information from the Directorate of Higher Education has revealed that the Director of Higher Education has constituted an inquiry committee for cross checking the students’ details, despite the fact that the Central Government had cleared the data. The committee has also reduced the scholarship amount to the students awarded scholarships. The amount of scholarship has been reduced to just Rs 1400 despite the fact that the central government had approved Rs 7,000 to the same students. This unconstitutional and illegal interference by the Director shows bias towards the minorities. Also, the committee has created a difference of over Rs 3 crores in the funds received from the Central Government. This again proves the ill intentions of the authorities. Does this mean that the proposal submitted by the Director of Higher Education to the Central Government was fake?
The same scheme has been successfully implemented in the states of Bihar and Uttar Pradesh which are comparatively considered to be backward states. Why has the scheme been made unsuccessful in the state of Maharashtra?
SIO Demands
Students Islamic Organization of India demands that the Government makes a free and fair inquiry into the matter and arrest and prosecute the officials incharge who are misusing their positions and taking unconstitutional and illegal steps. Also the list of students, to whom the scholarship has been approved by the Central Government, be made public and the amount received from the Central Government be transferred to the Students/colleges immediately. Complete fees of the professional courses be reimbursed without any delay and also the Remaining Amount of the previous two years be paid to the students.
If the demands are not given a serious consideration, then the organization will be forced to take the legal course of action.

The Humpty Dumpty pair of Balakrishnan and Wajihuddin of TOI had great fall.
Their storm in the teacup fizzled out. Even the so-called liberals could see
through their vicious games and English media rose to the occasion with more
considered editorials and articles shredding the headline grabbing
conspiracy to sow seeds of division in the ranks of Indian Muslims.
The following article by a confirmed liberal, Syeda Hameed, delving deep
into the whole gimmickry of media manipulation, had come out with insights
into what was the real worth of Deoband fatwas and how Deoband was hounded
for the ‘crime’ it has not committed. I would think, there is a fit case of
defamation on merits against TOI and the two mischief-mongers, which Deoband
should proceed with in the courts of law, so that TOI should be more careful
in future and refrain from committing deliberate campaign of vilification
and division between communities.

The normal reaction of “liberal” Muslims — whatever the term means — would
be to demolish the argument of Darul Uloom with counter arguments from the
Quran, Hadith and Sunnah. But this fatwa was so problematic that I decided
to investigate its trajectory by going to the source. I found that the
Department of Darul Uloom that issues the fatwas is called Darul Ifta. It
has a website which displays lists of questions people ask clerics in their
capacity as religious scholars. The questions come from those who are
religiously inclined or suffering from undue angst. They read much like
questions to agony aunts and their clones in popular magazines. And the
answers are much like the magazine answers — the opinion of clergymen from
the Department of Fatwas.
*The exchange that was posted on the website was as follows:*
Question: Asalam Aleikum. Can Muslim women in India do government or private
jobs? Shall their salary be “halal” or “haram”?
Answer: It is unlawful for Muslim women to do a job in the government or
private sector, where men and women work together and women have to talk to
men frankly and without a veil. (But) Allah knows best.
This is the beginning, end and sum total of the answer. There is no answer
to the question of salary being halal or haram. In fact the clergyman is
silent on this but the reporters are not. The attempt here is nothing but to
create a sensation. The fact is that the fatwa ends with Allah knows best.
This, I feel, is a disclaimer, meaning, “This is my opinion. You decide for
yourself because Allah knows best.” Later Darul Uloom issued a statement
denying the fatwa and asserting that they had only given an opinion, but the
damage was done. Stereotypes were reaffirmed in the minds of many unthinking
readers.
The fatwa itself is problematic. Its pronouncement that women should be
“properly covered” at the workplace is indefensible. For many of us, it
violates Muslim women’s rights to bodily integrity, privacy, freedom of
choice. It is much like the ban on veiling in other jurisdictions. For many
of us, it is equally coercive and violative of the rights of Muslim women.
I have read and understood Islam from the injunctions of the Quran and the
writings of Maulana Altaf Hussain Hali and Maulana Abul Kamal Azad. In that
light, this fatwa contravenes the deeply gendered spirit of Islam as do many
other fatwas uploaded on the Darul Uloom website. I can engage with the
scholars of Darul Uloom, refute their views and prove the point by quoting
my rich cultural history, examples from the life of the Prophet, from his
wife Hazrat Khatija, his daughter Hazrat Fatima, his grand daughters Zainab
and Kulsum. But I will do it in my own time. I will not enter a debate with
Deoband on women’s rights because of misrepresented reports.
The point about many media reports is that they assume that Islam (and other
Semitic religions) are tied to the text, hence more regimented. They
attribute the liberals’ attraction to Sufism to its eclecticism and
non-textual nature. They regard Islam as a monolith and make simplistic and
dangerous deductions. By calling Darul Uloom the “self appointed guardian
for Indian Muslims”, they demolish, in one stroke, the different schools in
Islam — Sunnis, Shias, Deobandis, Barelvis. The beauty of Islam is that it
allows a thousand flowers to bloom. It allows human beings to understand and
practice Islam by their own light. The Quranic injunction is that Allah is
closer to you than your shehrug (jugular vein). Ponder the meaning for a
moment.
For most of us perfunctory readers, a report such as this escapes scrutiny
as we fly with the headlines. It gives grist to the mill of Muslim bashers.
The fact is that Muslim women, despite the declaration that it is “unlawful”
for them to work with men, will continue to go to work. Muslim men, those
that need to, will still live off their earnings. Allah knows best!

*The Times of India is on the rampage again. Tired of presenting its Front
Page as the prime repository of news all the evils of the corruption and

published the full scan of the Deoband fatwa, which according to TOI report
headline has declared — Women’s earnings Haram. Apparently TOI headline is
being used by its editors without full knowledge of what the word ‘Haram’
connotes in Sharia. It merely exposes the open ignorance of the TOI staff,
who have been allowed to frame headlines to inflame emotions and outrage
among Muslims of India. The whole fatwa needs lots of context to be
available for such mischievous and provocative headline. TOI’s S.
Balakrishnan himself uses the same word ‘Haram’ in the next report on inside
pages as describing proximity between males and females in a confined space,
that can lead to unwanted consequences. Islamic Sharia from Malaysia to
Saudi Arabia being Muslim dominated states; promote the same norms of Sharia
that Deoband is plainly expounding. Deoband is not coming out with anything
new or of its own exclusive authorship and copyright. The motive behind such
attacks on Deoband, Sharia and Muslim society is to stop their commanding
role in the newly emerging political clout of the Muslim voters that
practically all political parties at all level are fully apprehensive of and
have set the commercially handicapped mainstream media to start a campaign
of distortion, disinformation and division among the Muslims. Muslims are
neither uninformed of such Machiavellian shenanigans, nor are prepared to
let barking dogs keep on barking. The quotes of harebrained women scholars
who may be academically informed but woefully ignorant of the conspiracies
hatched against Indian Muslims and therefore can only earn widespread
derision and scorn for their almost automatic and programmed intervention in
the national debate without any overall societal mandate.*

women, the childless misery of whole generations forced to go for adoption
and artificial insemination and the most horrible and immoral route of
surrogate pregnancies, are yet to get the attention of social reformers in
right earnest. Is it not strange an India that should be rightly proud of
its traditions, should be so brain-washed that nothing seems to be odd when
gay Israelis are descending on our poor women and rent their bodies for
pittances, so that they can live their immoral lives with the help of our
impoverished womanhood. The national and nationalist media is silent. It has
more urgent business to tackle Mullahs first.*

It fills column space for newpapers; It brings in viewers for Television channels; it plays into the image of Muslims as a backward community for communalists; and it gives activists a chance to reinforce their secular credentials. Never mind that this fatwa will not change the lives of millions of Muslims and text of the fatwa could be not what has been reported or maybe the said fatwa doesn’t even exist.
Fatwa is nothing but a religious opinion from a religious scholar to a question asked by a Muslim on a particular situation that he or she may be facing at the time or might face in future and doesn’t know what should be an appropriate way to act in light of Islamic teachings. A mufti then issues a fatwa or opinion based on his understanding of the question and Islam. Just as different medical doctors will have a difference of opinion regarding a diagnosis and treatment plan, it is common for different muftis to give different opinion for the same question.
Media circus
At least once every year, on a slow news day, some enterprising journalist finds a fatwa that will fit the stereotype about Muslims being backward or Muslim scholars being ignorant or out of touch with the real world or all of the above reasons, and will publish a news story based on this ‘prized’ fatwa. Let’s take the example of the fatwa issued by Darul Uloom Deoband that is making the round in news cycles this week.
The fatwa in question was issued more than a month ago and one can ask the question, why is there a sudden interest by the media in this particular fatwa? A fatwa that is only a sentence long has had numerous newspaper column space and hours of airtime devoted to it. The media bosses have decided that it is an important fatwa because it has all the right keywords to keep the attention of readers & viewers, and therefore will keep a flow of revenue coming in.
One has to question the motive of the major media regarding the publicizing of a fatwa. There is more to this than meets the eye when the Indian media that is obsessed with breaking news and exclusives these days picks up a fatwa that was issued more than a month ago. Within 24 hours of this news being flashed on NDTV on May 11th, 2010, all major media networks of India had reported it. And every new report had added information that was not even there. Let’s look at the fatwa first.
Question number 21031 ((http://darulifta- deoband.org/ viewfatwa. jsp?ID=21031) to Darul Ifta (house of fatwas) of Darul Uloom Deoband asked by someone in India states: “Asalamu-Alikum: Can muslim women in india do Govt. or Pvt. Jobs? Shall their salary be Halal or Haram or Prohibited?” Answer published on April 4th, 2010 simply answers it as: “It is unlawful for Muslim women to do job in government or private institutions where men and women work together and women have to talk with [to] men frankly and without veil.”

In case you ever wondered why there isnt a successful supermarket tabloid in India, here is your answer. There is no need for one because major media houses in India do that job very well.
Fatwa-checking
Now let’s look at the fatwa again. It doesn’t talk about a woman’s earnings being haram or unlawful, Islamically speaking. It also not talking about whether women can work or not, rather it is a learned scholar giving his opinion that Islamically it will be unlawful for a Muslim women only if she is in a job that will require her to speak to men "frankly and without veil." I am not sure what mufti sahib meant with the "speaking frankly" phrase, but there is no ruling saying women cannot work or that their earning is haram. This did not stop media houses from publishing news report after news report with sensational headlines that had nothing to do the with the original fatwa.
A simple fact-checking, if Indian media had that system, would have clarified the matter and this fatwa would have remained a non-news. However, this was not to be. Why should anyone bother with minor annoyance when there are pages and airtime to be filled without impunity.
Television channels went a step further and dug up old fatwas dating back to 2005 and 2006 to run on the screens when they were talking about this issue. It is anyone’s guess what issues those fatwas displayed on-screen would have dealt with. We can’t blame readers and viewers when they see a conspiracy in all this.
Tabassum Khan who is an Assistant Professor of Media and Cultural Studies at the University of California, Riverside argues that the media jumps on these issues because "It further tatters the already tarnished image of the Muslims." And when there is not enough facts to go around they simply add fiction to make it sound more interesting.
Fatwas, good or bad, have only limited public appeal and influence. Sadia Khanam, a journalist with The Eastern Post in Kolkata, says, "I don’t encounter many situations where I need to seek the guidance of a fatwa." And maybe it will sound strange to journalists with a very low image of Muslim women, Khanam adds, "It depends on my personal understanding to decide which fatwa can be held correct and followed."
And Sadia is not alone in this, Tabassum Khan has done extensive research on the Muslim youth of New Delhi and she says that "The women paid little attention [to fatwas], but among the young men there were a few who gave importance to these fatwas. But they were isolated and few and far in between in numbers."
So, why are major media houses ready to give up prime space and time for a fatwa that the majority of Muslims pay little attention to? "Mainstream media has no stake in the image of Muslims. They are in the business of enforcing and perpetuating stereotypes. So, if a maulvi works to tatter the already tarnished image, they are the first to give him importance and project his view as the view of the entire community," explains Khan.
Measured response
Darul Uloom Deoband did the right thing by issuing a denial but the damage had already been done. So how should Muslims respond in situations like these? First of all, those who are activists, community leaders, and commentators, and first lines of contact for these journalists who are seeking them for opinions, need to pay more attention to the story. They need to realize that they don’t need to respond to all media queries. If they do decide to respond, even if it is going to be along predictable lines, they need to see the source of the story. In this case, it would have been to see the original fatwa.For half an hour, Shazia Ilmi, Sadia Dehlvi, and Kamal Farooqui debated on this topic on Sagarika Ghose’s program "Face The Nation" on CNN-IBN on Wednesday. Strangely, none of them had actually even read the original fatwa. Based on other hearsay news reports, this only served the purpose of keeping untainted the image of Muslims as a monolith community out-of-touch- with-the- modern-world, and women who need to be rescued. Of course, interest of Muslim women is the least of the concerns of the Indian media who are competing for all-important ratings.
One thing is clear that Muslims have no say or control over the media’s actions, but that doesn’t mean that they have to be passive. Polite but firm emails should be sent to reporters and their editors. Muslim community organizations should send a letter on their official letter-heads to the editors and seek meetings with the editorial staff. In these meetings, examples of serious lapses by media when reporting on issues related to Muslims should be brought to their attention.
Media is not a one-way street and they don’t exist in vacuum. In this day and age, readers and viewers have much more power than anyone would like to acknowledge. This power should be used to demand correct and factual coverage. At the same time Muslims need to take these kinds of episodes as opportunity to engage with their non-Muslim colleagues and friends to explain Islam and Muslim practices.
Muslim religious leadership is not above criticism but they need to be engaged to develop a new kind of thinking that takes what Islam has to offer and apply it to the modern world. Religious scholars need to offer solutions to the problems associated with modern life without dragging the whole community to a medieval view of the religion and the world. For this to happen both university-educated and madrasa-educated Muslims need to interact and engage each other.
As Prof. Tabassum Khan rightly states, "It is important for middle-class Muslims to become more vocal and not let uninformed and biased opinions be representative of the community."

Muslim becoming the Prime Minister of this country is like day dreaming / distant dream.

I have been keenly going through the discussions on this subject about the recent visit of Mr. Rahul Gandhi to AMU. This is not only the question of the empowerment of the Muslims of this country but is a national problem because no country in the world can hope to progress if it leaves behind its more than 150 million population to struggle with illiteracy, poverty and hunger. As a matter of fact, the foundation of disempowerment of Muslims was laid way back in 1950 when in criminal violation of our secular constitution, the facility of reservation to the Muslim Schedule Castes (SCs) given by the British along with the Hindu co-professionals through the Government of India Act 1935, was withdrawn by the President of free India through his Constitution (Scheduled Castes) Order, 1950[2]. Initially the facility of reservation was restricted to the followers of Hindu religion only but Sikhs and Buddhists were included later on but Muslims and Christians still remain secluded. Similarly, the Constitution (Scheduled Tribes) Order, 1950 provided the facility of reservation to the Scheduled Tribes, which is almost non-existent among the Muslims. These orders have created the following situation in Parliament and Assemblies

Explanatory Note
I. Parliament
a. Muslims and Christians both are barred from contesting all the 84 seats reserved for SCs.
b. Muslims cannot contest against 46 seats reserved for STs because of almost non-existent STs among them. They can contest only one seat (Lakshdweep) out of the total 47 reserved for STs.
c. Thus, Muslims can contest for only 413 (76%) seats against a total strength of 543 seats.
II. Legislative Assembly
a. Muslims and Christians both are barred from contesting all the 672 seats reserved for SCs.
b. Muslims cannot contest against almost all the 555 seats reserved for STs because of almost non-existent STs among them.
c. Thus, Muslims can contest for only 2893 (70%) seats against a total combined strength of 4109 seats of all the Legislative Assemblies of the country.
Similarly, following is the condition of Muslims in Government Employments and Educational Institutions

Therefore a Muslim becoming the Prime Minister of this country is like day dreaming / distant dream. Moreover, probably this will not serve any purpose because; the experience says that the government sponsored atrocities against Muslims have rarely been seriously raised at proper forum by the so-called Muslim Leadership. It is always in their mind that even the rightful demands for Muslims as guaranteed in our constitution will label them as communal and they will lose their non-Muslim votes. Though during elections, while appealing to Muslims to vote in their favor, they presented themselves as their Messiah and sweared to get justice for them in every walk of life. But, once elected they forget every thing and apart from their personal gains, they are merely worried about their secular credentials which in their opinion ensures their loyalty to their party and government. Had they raised the issue at proper forum, and tried to undo the injustice being done not to a Muslim, but to the citizens of this country, that too in criminal violation of secular constitution, probably the situation would have not been as bad as it is today.
In my opinion, no undue favor or special status for Muslims is required for this purpose. In fact all these problems have been created due to encroachments in our original constitution by the Governments for their political gains. The sheer application of our original constitution, as passed by our Constituent Assembly on November 26, 1949 and adopted on January 26, 1950, in its true letter and spirit, with all fairness, sincerity and honesty will solve the problem. Therefore, we can request every politician and his political party not for a Muslim Prime Minister but for honest enforcement of our constitution in its true letter and sprit. And this is the rightful claim of every citizen of the country irrespective of his/her religion.

Who is Responsible for the Poor Representation of Muslims?
Since our Independence, the social, economic and educational conditions of Muslims of the country have gone down so drastically that now it has come at the level of the Schedule Castes or even below them. In the opinion of the politicians, some individuals or NGOs, the Muslims are themselves responsible for this pathetic condition of the community. Because, instead of joining the National Mainstream and contributing in country’s development so that they could have also shared its benefit, they preferred to remain aloof and secluded not only from National Mainstream but also from society. However, if the sequences of developments after the Partition of the Country are analyzed minutely the facts, which emerge, are just opposite to these allegations. Probably every possible effort was made to ensure that the Muslims remain far too behind in every field of progress by officially blocking their entry everywhere, like elected bodies, employments, educational institutions etc. to name a few, and for this hopeless condition of Muslims, the Governments of the country since our independence are solely responsible.
After the partition of the country, most of the elite class of the Muslims migrated to Pakistan for greener pasture. Therefore, the Muslims who did not align with the then Muslim League and preferred to live in India instead of migrating to Pakistan, were not only illiterate and poor but also a very depressed, secluded and shattered lot and their social educational and economic status was almost at par with downtrodden like SCs or even worse than them. Their conditions were ideally suited for the application of the Articles 14, 15 and 16 of our Constitution, which could have not only worked as a morale booster for them but would have restored their shattered confidence in the government and their governance after the horrible experience of partition of the country. But, this was not done. Instead, insult was added to their injury by forcing them to feel guilty of a sin (partition of the country) which they never committed. Not only this, even the facility of reservation to the Muslim Schedule Castes (SCs) given by the British through the Government of India Act 1935 along with the Hindu co-professionals, was withdrawn by the President of free India through his Constitution (Scheduled Castes) Order, 1950[2]. It is important to mention here that after independence; even our Constituent Assembly has adopted the said act without any amendment on November 26, 1949. It appears that after independence, our Secular Leadership was eagerly waiting for the enforcement of our own constitution so that they can immediately issue the said communal Presidential Order in clear violation of the decision of our Constituent Assembly. Probably that was the beginning of an unending chain of bias and discrimination against the Muslims of the country which is continuing even today with full vengeance and has left them struggling in the ruins of illiteracy, poverty and hunger.
Though Muslim are underrepresented everywhere except in jails where they are far too ahead of the proportion of their population. They are there since years and in most of the cases, their trial has not even begun or is at a very primary stage. In majority of the cases, the courts did not find substantial evidence against them and they were acquitted but after years of illegal detention as was confirmed by a People’s Tribunal consisting of eminent personalities of national and international fame which heard the testimonies of Muslim accused of terrorism over the last two years in Hyderabad from August 22-24, 2008. Who and how will anyone compensate the victims and their families for the illegal action committed against them by the Government agencies.
However, just as a sample survey, if the reasons for the poor representations of Muslims is analyzed only at three places, i.e. Elected bodies, employment and education and its history traced since 1947, one will get a fair idea of the conspiracy hatched against the Muslims to block every path of progress for them.
1. Elected Bodies
The election of Parliament is over and there has been a lot of hype from various corners regarding the very low representation of Muslims in the Parliament. It is being argued that there are 543 seats in Parliament and according to 2001 census; the Muslim population in the country is 13.4% therefore the number of Muslims in Parliament should have been 13.4% of 543= 72.76 say 73. However, the actual number of Muslims in Parliament after 2009 election is 30 (41%) only and thus a short fall of 43 seats. During the arguments for this shortfall, many reasons like lack of genuine leadership among them, lack of unity and division of their votes, illiteracy and ignorance about the duties and rights in democratic system etc are mentioned. But, apart from others factors, one of the main reason, responsible for this shortfall are the two Presidential Orders “The Constitution (Scheduled Castes) Order, 1950[2] and The Constitution (Scheduled Tribes) Order, 1950[3]“ issued by the President of India under Article 341 of our constitution. While the Constitution (Scheduled Castes) Order, 1950[2], issued in criminal violation of our Secular Constitution, restricted the facility of reservation to the followers of Hindu religion only, the Constitution (Scheduled Tribes) Order, 1950[3] provided the facility of reservation to the Scheduled Tribes, which is almost non-existent among Muslims except in some remote corners of country like Lakshdweep. Since the Constitution (Scheduled Castes) Order, 1950[2] deprived the benefits of Reservation to the Schedule Castes (SCs) of every religion except Hinduism, there were strong reactions against this injustice all over the country. While Sikhs and Buddhs reacted ferociously against the Orders, the Muslims were a very subdued lot due to the devastating after effects of the partition of our country. The strong resentment and violent protests by the Sikhs and Buddhs forced the Government for modifying the aforesaid Presidential Order. While the Sikhs were restored back in the list of SCs in the year 1956, the Buddhs were included in 1990. However, the discrimination on religious grounds under article 341 of our constitution still continues due to non-inclusion of Dalits professing Islam and Christianity in the list of SCs even though sixty years have passed.
The Muslim STs constitute only 0.25% of total STs Population of the country and most of them are inhabitants of Lakshdweep”. As per the 2001 Census, the SCs (Scheduled Castes also known as Dalits) and STs (Scheduled Tribes also known as Adivasis) together comprise over 24% of India’s population (SCs over 16% and STs over 8%). Thus out of total reservation of around 24% for SCs and STs in the country, at present the Muslims who are constitutionally entitled to get the benefit of reservation is not even 0.1%, which is as good as none. Ironically, while Hindus, Sikhs and Budhs can constitutionally try for 100% (General+SCs+ STs) seats/vacancies, Muslims are entitled for 76% (General+Non- existent STs) only. Thus after the aforesaid Presidential Orders of 1950 and their amendments, the seats available for various categories in Parliament and Legislative Assemblies have been produced in the Table 1.1 & 1.2–
