Is the present turmoil in the valley a manufactured crisis created by separatists and the opposition PDP, or an outcome of systemic failure? Has the Centre rushed to a conclusion about the trigger behind the current phase of the crisis here? Is the Jammu and Kashmir government hiding its own failures on the ground behind unconditional support from the Centre?
A look at how the events leading to the current strife unfolded provides a logical explanation. The strife began when the Machil fake encounter was exposed on May 30. Then, on the evening of June 11, 17-year-old student Tufail Ahmad Mattoo was returning home from tuition. It was Friday, and police were chasing a dozen stone throwers, when they found Mattoo alone inside a football stadium. A policeman fired at him from such close range that the plastic pellet made a half-inch hole in his skull, killing him instantaneously. And as shock overwhelmed the city, the police began a familiar cover-up. First, they claimed that a sharp stone had hit Mattoo’s head and killed him. A few hours later, they termed it “deliberate murder” and sought public help to identify two men who had driven Mattoo body to hospital. But once eyewitnesses came forward and public pressure mounted, the police admitted responsibility. The separatist leaders joined the bandwagon, hoping to take over the streets swelling with anger. The mourners, however, resisted; and three senior separatist leaders had to leave Mattoo’s funeral to escape their ire.
On June 12, even as Chief Minister Omar Abdullah ordered an enquiry and promised action, CRPF men caught hold of another young man Rafiq Ahmad Bangroo (25) and thrashed him. He was in intensive care for eight days, where he finally died. Over those eight days, life had returned to normal. On June 20, tempers were high among mourners returning after burying him; a group threw stones towards the CRPF bunker where Bangroo had been thrashed. The CRPF men opened fire, killing Bangroo’s 20-year-old cousin Javaid Ahmad Malla. Abdullah, in Gulmarg on vacation, rushed back to Srinagar, held an emergency meeting, replaced the SSP of Srinagar and returned to join his family in the picturesque resort. What infuriated people was that there was no official regret over the killings.
On June 25, calm was setting in again when CRPF men opened fire at a protest in Sopore in which people were seeking the bodies of two local militants killed in an encounter, alleging that one of them was a civilian. The protests grew louder but instead of intervening sensibly, the government used force. The separatists moved; the Mirwaiz called for a Sopore march on June 29. The CRPF men opened fire at a procession in the outskirts of that town, killing a 17-year-old student Tajamul Bashir. Within a few hours, they again opened fire; a nine-year old school boy Asif Hassan at Delina in Baramulla, when he stepped out of his home to look for his mentally challenged older brother, was killed. The following day when Abdullah finally decided to appear before the media, three teenage boys were killed in the most gruesome manner by the J&K police. While chasing a group of protestors, a police party barged into two houses and shot dead these three teenagers — all hit in the head and chest.
With unconditional support from the Centre, the state government started pushing the theory that “anti-national elements” were responsible for the crisis, and that the protestors were rented. Abdullah’s assertion that the protestors are themselves responsible if they die defying curfew sent out a dangerous message to his own police. On July, 6, police chased a half a dozen stone throwing children at Tengpora in the city outskirts and caught hold of 17-year-old student Muzaffar Ahmad Bhat, hitting him in the head with rifle butts. The police denied his arrest, which led to massive protests. In the morning, his body was found in a nearby stream; the autopsy determined he died of “blunt trauma on head”. The CRPF opened fire at his funeral procession too, killing another man, 35-year old Fayaz Ahmad. Survived by two little daughters and a wife, Ahmad’s tragic death provoked massive protests across Kashmir. A few hours later, a 25-year-old woman who had dared to open the window of her house during curfew was shot and killed.
The civilian death toll had reached 15 and Srinagar was in absolute turmoil with everyone out on the streets and Azadi songs being played over mosque loudspeakers. Abdullah panicked and hurriedly decided to hand over the city to the army. The move was unprecedented, because the army was not asked to take over the city even during the peak of militancy. Abdullah swamped Srinagar with more than 40,000 men of the police and central forces, to strictly confine its 13 lakh residents to their homes, closing down hospitals and newspapers.
It is a fact that the separatists as well as the opposition PDP are taking political advantage of the situation. But blaming them for manufacturing the crisis is factually inaccurate, and an attempt to cover up the government’s own blunders — in not first preventing these avoidable deaths, and then the delay in containing their fallout. If separatists were so keen to organise a crisis, why didn’t the protests against the army’s fake encounter put the whole valley on a boil? The opposition may fuel the fire but the spark that lit it was the government’s own folly.
Omar Abdullah is an elected CM, and has said that the current issue is “not a simple law and order problem but a battle of wits, ideas and ideologies.” Why does is his government failing to communicate directly with his people? Why is there no political response? Where are the elected legislators? Srinagar city has eight and all of them belong to his National Conference. After all, as elected representatives they claim a greater connect to the people than the separatists — this was the moment for them to affirm that connect. Abdullah’s plan to convene a meet of all the mainstream parties is too little too late.
The current protests, however, have exposed the collective amnesia of the ruling elite and have once again brought into focus the importance of a responsive political initiative to address the larger Kashmir issue. The crisis has also reaffirmed how essential is a process for a political solution, typically put in cold storage as soon as calm descends over the valley. A strategy of denial will only complicate matters, because every folly of the government provokes a public reaction that soon turns into an “Azadi” groundswell.

Chilling tread of boots

Syed Imran Khan, 26, can’t sleep at night. When he finally slips into a fitful slumber, he sees hooded policemen approaching him with batons. Screaming ‘mat maro, mat maro,’ he wakes up bathed in sweat.
Likewise, Abdul Raheem, a 30-year-old trader, shudders when he recalls the buzz of the electric wires which police used to give repeated shocks to his genitals in a torture chamber where he was kept blindfolded for hours and days.
Another youth, a Unani doctor, urinated blood after hours of torture only to have a leering cop tell him, “What does it matter to a dying man?”
These are just few of the dozens of Muslim youth picked up and tortured by Hyderabad cops in their excessively zealous and lopsided investigation after the Mecca Masjid blast of May 18, 2007.
There was no sifting of evidence, no objective probe to find out who triggered the blast, just a blind latching on to the ‘Islamic terrorist’ tag and Gestapo-like operations in the dead of the night to round up bewildered and clueless youth from their beds.
Blindfolded, they were kept in isolated farm houses in the outskirts of the city. Chained and tortured for days together, the traumatised youth were finally forced to give confessional statements that they were behind the blasts.
But as the slogan of Satyameva Jayate emblazoned on the caps and shoulders of these senior cops indicates, truth did triumph at last. It has now become evident that the Muslim youth had nothing to do with the blast, which was the handiwork of a Hindu right wing outfit.
But truth became the biggest casualty in the initial investigation of the blast when cops acted in a brutal manner without even considering the illogical nature of their assumption that Muslim youth would trigger a blast in the Mecca Masjid.

18 months in jail, for no fault

Three days after the Mecca Masjid blast, on May 21, around 80 to 90 policemen surrounded my house at Hasmathpet in Bowenpally. They spread over the entire locality — like they were trying to nab a big terrorist. I was about to sleep after dinner when they dragged me from my house saying that I, along with my uncle Shoaib Jagirdar from Jalna in Maharashtra, had conspired with one Nayeem alias Sameer, who was allegedly caught on the Bangladesh border.
I was doing my third year engineering after finishing school from Kendriya Vidyalaya. I played cricket and volleyball for my college. I was also working part-time as a phone banking officer for ICICI.
The cops booked two false cases against me — a conspiracy case and one for stocking RDX. The cops said that I knew how to transfer funds and I was apparently instrumental in aiding terrorists. After picking me up, they took me to a farm house in the city outskirts. Over the next 10 days of illegal custody, they gave electric shocks to my private parts. They then released me stating I was innocent. However, again in June, they caught me and subjected me to narco tests.
Though the court had given permission for a single test, they conducted it twice. The second time they gave me an overdose of narcotics. Many police officials, including then joint CP Harish Kumar Gupta, were in the narco room. They didn’t give me a chance to speak. The police say Nayeem had visited our house. He had come with my uncle Jagirdar for a meal. I don’t know anything about him and his whereabouts. But the name Nayeem changed my life.
I spent 18 months in jail. I have never seen RDX in my life, but the police claim I had stocked 10 kg of the explosive. After the ordeal, representatives from the National Commission for Minorities visited us and I retook admission with great difficulty at Lords Institute of Engineering and Technology to complete my studies. I still wake up often at night shivering with fear. I still cry in sleep, sometimes shouting ‘mat maro, mat maro’.
The police changed my image to that of a goon. My family too suffered. My dad ran from pillar to post while I was in custody and my mother was inconsolable. I lost three years of my academic career. Advocate Muzafarulla Khan stood by me and helped me to fight my case. I still have faith in the CBI. They were supportive and told me I was innocent. The cops, who called me a terrorist, should call a press conference and announce I am innocent and that I was implicated in a false case.

I was threatened to confess Mohammed

I was a witness when the Gujarat police shot dead my friend Saleem Mujahid in front of the DGP’s office in October 2004. Since then I have been under police scanner.
Shahed Bilal is from our locality and we knew him since childhood. When the police asked me if I knew Bilal I said ‘yes’ and this answer changed my life for the worse. The police implicated me in a case of conspiracy. Is it a crime that I hail from the same locality where Shahed Bilal was born and brought up?
After the Mecca Masjid blast in 2007, the police asked me to visit the Special Investigation Cell office in connection with the Saleem Mujahid case. Instead, they asked me who was behind Mecca Masjid blast.
I told them it could be some right wing groups as no Muslim would do it. They released me. Three months later they caught me again after the twin blasts in Lumbini Park and Gokul Chaat. This time they tortured me in their camps in Premavatipet near the Greyhounds office. They shifted me to three-four farm houses.
I was then produced in court on the false charge of conspiracy. They branded me as Bilal’s associate but the court acquitted me. Even after three years I still suffer from several health problems due to the torture and narco-analysis test. Recurrent severe headaches have made my life miserable. The police detained me illegally for eight days. I also spent six months in jail. I lost my job at the jewellery shop where I was working. I am now working as an electrician.
But the police hound me even now. They continue to ask whether I knew Viqar Ahmed. They came to me after some persons fired at policemen at Shah Ali Banda. I don’t know who Viqar is. I was, however, a witness to the Mecca Masjid blast. I helped the injured but the police implicated me. They put a revolver to my temple and threatened me to confess that I was involved in the blast.

Nobody wants to marry me

On September 3, 2007, a police inspector called me up. I was an auto driver then. He asked me who had carried out the blast at Mecca Masjid. After the Lumbini Park blast the police called me again. This time they took me to a camp in Gandipet.
When we reached, I saw they were already beating several boys in the farm house. The police subjected me to abuses, beat me with iron pipes and gave me electric shocks. There were around 40 people in the camp and in our room there were perhaps four or five of us but I am not certain as I was always blindfolded. I could hear others crying for help as the police tortured them.
I used to shiver when I heard the sound of their boots come towards me. After five days in the camp I was taken to jail.
My marriage, which was scheduled at that time, was cancelled and after the ordeal no one wanted to give their daughter’s hand to me despite the fact that we had been staying in Malakpet locality for 20 years. After this episode we shifted to Chandrayangutta. Initially there too no one wanted to marry me and with great difficulty could we convince them.
I am not a member of any organisation and there are no other cases against me. I spent five months in jail for no fault of mine and the court acquitted me. My mother by then had already suffered two strokes and I still suffer from health problems.

I was subjected to third degree methods

I was a third year BUMS student at Government Nizamia Tibbi Unani College which is situated just opposite Mecca Masjid. On May 18, 2007, I was at the Masjid offering Friday prayers when the blast occurred. I found several people injured including one of my professors, whom I shifted to the hospital.
Two days after the blast I got a call from the Special Investigation Cell. They detained me at the Secunderabad Task Force office and interrogated me till evening. They asked some strange and defamatory questions like, ‘why do you grow a beard?’ They also said, “You Muslims can only do this kind of blasts”.
They never suspected the right wing groups. They picked me up from my house, blindfolded me and and harassed me for three to four days. One of the officers put his revolver to my temple and threatened that I would be killed in an encounter if I did not confess that I was involved in the blast.
The police official told me that it was my last day on earth and asked me if I wanted to eat anything special before I was put to death. Later, they released me.
In August, after the twin blasts I went to Delhi to attend a conference in Hamdard University. After my return on September 3, I was picked up at Yakatpura Railway Station and for a moment I thought someone was kidnapping me. After a 90-minute journey we reached an unknown location in the city outskirts in a farm house where they ran a torture camp.
They stripped me and beat me on the soles of my feet. Third degree methods were adopted. They gave electric shocks to my ears, nose and joints. When I recited verses from the Holy Quran, they gave me electric shocks on my teeth and tongue. There was even blood in my urine. When I told the police about this, they replied ‘marnewale ke liye ye chhoti baat hai’. I feared that I would be killed in an encounter.
The police also questioned me why I went to the State Human Rights Commission along with the rights activists in the Sohrabuddin case. Later I was taken for a narco analysis test. I was subjected to the test for eight hours and for a week I couldn’t come out of the after-effects of the narco test. Later, they arrested me officially in the case and I was in jail for five months.
After my release the college refused to re-admit me. I approached the AP High Court and was allowed to write the exams. Then they said I did not have the requisite attendance to write the exams. I lost one precious year of my career.
The police, however, continued to visit my college and my home. I worked part time in a private hospital where intelligence sleuths came and questioned the hospital staff. During elections the police asked me for a “bound over”.
They had foisted two cases against me. One case related to the burning of a pandal on graveyard land in 2003. The court had acquitted me in this case. Again in 2007 they arrested me in a conspiracy case. This case was also cleared by the court. I asked the police that when there were no cases pending against me why should I be “bound over.” I appealed to the State Election Commissioner and following this, the police didn’t come back to me.
After my name cropped up in the blast case, none of my relatives came to our house and even our neighbours and friends stayed away from us. We were ostracised from the community.

President Barack Obama is being slammed by Muslim countries, even US allies Turkey and Egypt, about his measured reaction to Israel’s raid on a flotilla of aid ships bound for the Gaza Strip. The diplomatic crisis hits at a particularly delicate moment, confronting Obama with a second major test by Israeli leaders and yet another blow to his goal of brokering peace with the Palestinians and improving the US image among the Arabs. Egypt already has spoken, breaking ranks with Israel, at least temporarily,
in their joint blockade of Hamas-ruled Gaza. Still to be seen: will Cairo permanently open its border with Gaza.
Turkey’s Foreign Minister Ahmet Davutoglu declared, going into a State Department meeting with Hillary Rodham Clinton, his US counterpart, that Ankara was deeply dissatisfied with the American response. Thus, Turkey, by sanctioning the aid flotilla and putting one of its flagged vessels in the lead, and Israel, by launching the bloody confrontation with the convoy, are testing American diplomacy to the utmost. The aid convoy was intent on breaking Israel’s three-year blockade of the Gaza Strip, imposed a
fter the Palestinian militant group Hamas seized control of the tiny Mediterranean territory in 2007.
The blockade, along with Israel’s fierce offensive against Gaza in the winter of 2008-2009 to stop Hamas rocket fire on Israeli villages, already had fueled anti-Israeli sentiment among the Arabs and in some quarters in Europe. At the same time, the convoy, led by a Turkish-flagged ship and condoned by that non-Arab country’s government, clearly was a provocation. Israel took the bait, then argued the botched raid was a matter of self-defense. So far, Obama has voiced "deep regret," and a White House sta
tement said he "expressed the importance of learning all the facts and circumstances" surrounding the incident.
However, Alejandro Wolff, the Deputy US Permanent Representative to the United Nations, argued overnight that Israel already had in place a system for accepting such aid and passing it on to Gaza. That would insure that weapons did not reach Iranian-backed Hamas leaders in Gaza. Speaking after a presidential statement was adopted at the UN Security Council, Wolff asserted that the top UN body’s call for an investigation of what happened in the raid should be carried out by Israel. That was certain to fur
ther inflame the Muslims.
Immediately after the raid, Turkish Prime Minister Recep Tayyip Erdogan had accused Israel of "state terrorism," and the government recalled its ambassador and called off military exercises with the Jewish state. His anger did not abate on Tuesday when he told his parliament the Israeli assault violated "international law, the conscience of humanity and world peace". "Today is a turning point in history. After a deep chill, Obama said he recognized that neither side was ready for peace talks. Even so, Netanyahu and the Palestinians subsequently agreed to open indirect negotiations brokered by US special envoy George Mitchell. With Netanyahu having canceled a Tuesday meeting in Washington with Obama, the fate of that small move forward was uncertain. Palestinian President Mahmoud Abbas denounced the ship raid as a "sinful massacre" but signaled he would continue the indirect talks.
Difficult US-Turkish relations are bound to be set back seriously if Obama does not issue a strong statement on the Israeli ship raid. That carries the possibility for major problems inside NATO, where Turkey is the only Muslim member. And it will further complicate US efforts against the Iranian nuclear program. Turkey had just agreed to take part of Iran’s stockpile of enriched uranium in return for a smaller, more pure batch of nuclear fuel for Iran’s research reactor that produces medical isotopes. The
United States, Russia and France had proposed the deal late last year, with Russia to receive the Iranian fuel and France to provide the material for the research reactor. Iran said no to that proposal.
The day after the Iranian deal with Turkey, the United States announced it was moving ahead with harsher sanctions in the United Nations. Washington was at pains to thank Turkey for its efforts but declared them insufficient. Turkey deeply opposes sanctions against its eastern neighbor. During the Cold War, Turkey served as an unquestioning NATO bastion on the Soviet Union’s southern flank. With the end of the superpower standoff, however, Turkey slowly began charting a more independent course, most visibl
y with its refusal to allow the United States to use its territory in the 2003 invasion of Iraq.
Washington has stood beside the Israelis throughout their history, vetoing many anti-Israel UN Security Council resolutions. At the same time, the United States has been at pains to keep the Turks in place as a valued NATO member and democratic buffer against Iran and Arab dictatorships such as Syria. Egypt, which made peace with Israel in 1978, is likewise a valued partner in the Middle East where it has stood as a bulwark against growing anti-American Islamic militancy. Now it would seem that Obama has
to choose, unless he can figure a way to hit the illusive diplomatic sweet spot that calms the Turks and Egyptians without offending the Israelis. That could prove an impossible task. - AP

I am sure you know more about the situation with Israel’s attack on the Freedom Flotilla than I do. The question that I and the rest of the world is asking is, ‘What are you going to do?’
We are told that in 1997, a man used to stand outside the White House, your home today, holding a lighted candle in his hand, a silent protestor against the US sanctions against Iraq. He would turn up there every evening and would stand there for a few hours well into the night.
One evening, it was wet, windy and very cold. As usual the man came, wearing a coat with the collar turned up against the bitter cold, and an umbrella to shelter the tiny flame of his candle from the blustery wind. As he stood there, the guard at the gate, who used to see him every day and occasionally waved to him in friendly camaraderie, came out to him and said, "Man! I know you are committed to this cause. But look at this night! It is so cold and horrible; you are one man, standing here alone, do you think you will change them?"
The man looked at the guard and smiled. "I don’t do this to change them," he said, "I do this so that they will not change me."
I was debating whether to write anything at all today, because like many of my fellow human beings I feel helpless and paralyzed when I see what Israel does, again and again, with impunity granted by your protection. I ask myself, ‘Why? Why is it that a nation which we all respected and looked up to as the role model of justice, today stands alone as the upholder of oppression?’ I don’t know why. So I thought I would also simply remain silent and watch. Then I remembered the story of this man and thought to myself that when I go, I want to know that I never allowed what is not in my control to prevent me from doing what is in my control.
It is not in my control Mr. President, to stop Israeli atrocities. That is in your control. But it is in my control to remind you to do what is in your control.
Mr. President, we all rejoiced when you were elected president. I wrote an article at that time about the greatness of America that brought a ‘black man into the White House’. Those were not my words. Those were the words of a white Caucasian American friend of mine who I asked about your chances of getting elected. He scoffed and said, ‘A black man in the White House? Never.’ Well, he had to eat his words and I was delighted. The thought in my mind today, echoed in the minds of millions of other people around the globe, is - the color of the skin is of no consequence. It is the color of the dreams, the values, the ethics and morals, the color of courage or cowardice to do what is right and stand up for those who have nobody on their side but God. Those are the colors that matter. Yellow, Mr. President is not a color. It is an attitude. Don’t you agree?
So have the real colors changed? Or should we believe the old African saying, ‘A leopard does not change his spots’?
Much has happened since 1997 and the history of lies and shame has been written in the blood of innocents. None of that was your responsibility as you were then still living in your own house. Today however you are living in government accommodation and with it come powers and responsibility. I am sure you know all about this because we heard your speeches. Now’s the time to make good on those promises of justice, compassion and human rights. The world, Mr. President, is your baby now. Feels good to you, I’m sure. But what does the baby feel?
Mr. President, to return to my story of the man with the candle, there is one man somewhere in America, who still believes in justice and mercy and that truth will eventually prevail over falsehood. That is his legacy. The legacy of a man whose name we don’t know. But his story inspires others. We need such people more than we need those who have the power but use it only to oppress. Remember Mr. President that no person or nation lives forever. But their thoughts, their goals, their ideals and what they stood for endure long after they have become dust.
My question to you Mr. President is, ‘How do you want to be remembered by your daughters? As a man who stood for what is right even though it cost him his job? Or…….’
I say, ‘remembered by your daughters’, because believe me, they will be the only ones who will still remember you after you retire. They and I, a man alone, far from where you are, but who believed in you and what you said you stood for……….now is the time to put your money where your mouth is, Mr. President.

Govt must take care of Urdu schools: Muslim league
IUML members submitted a memorandum, addressed to chief minister B S Yeddyurappa and primary education minister Vishweshwar Hegde Kageri, to the DC here on Friday.
According to the memorandum, the government is "allegedly" not taking effective steps to teach Kannada in Urdu schools. "The government apathy is also one of the major factors for today’s pathetic conditions of Urdu schools. They never inspect Urdu schools like other schools in order to test the performance of teachers and students," it said.
"According to Justice Rajendra Sacchar Committee report, Muslims lag behind in education sector than other communities. Hence, the government should take immediate measures to redress the educational standard of Urdu primary and secondary schools," the memorandum claimed.
The other demands of IUML are as follows: due to the three-language formula adopted by the state, it has become difficult for Urdu students to learn Hindi. So the state should adopt six-language formula on the lines of Kerala; by amending Wakf Act, provisions should be made to allot Wakf sites to Muslim managements running aided educational institutions; and the illegally occupied properties should be treated as Wakf properties and such properties should be utilized for educational purposes. It has also urged the government to take steps to improve the quality of education in Urdu-medium schools.
IUML district president Aijiz Ahmed Lodhi, secretary Aslam Pachapuri and office-bearers Abdul Sattar Gove, Ibrahim Shamsher and Amanulla Pathan were present.
It will hold sittings on June 21 and 23 from 10.30 am to 4.15 pm at court hall No. 2, Karnataka Appellate Tribunal, 2nd Phase, 2nd Floor, M S Buildings. The tribunal has given opportunity to the public at large to participate in the proceedings. Those interested can give evidence by filing their affidavits before the tribunal. Such affidavits have to be filed before commencement of tribunal sittings.
This was the first meeting after the newly-elected body took over.
Savanur and his team walked out of the meeting after Honnali and his supporters opposed nominations for the posts of secretary and joint secretary and insisted that election should be held for the same. The posts of secretary and joint-secretary fell vacant as Honnali and one his supporters had resigned sometime ago.
Honnali told reporters that some key issues regarding the development of educational institutions run by the organization had lined up for discussion and Savanur walking out of the meeting shows how concerned he is about the welfare of students studying in these institutions. "He did no even care to answer some of our questions," he `alleged.’
Honnali, who is also the former president of Anjuman-e-Islam, termed the nomination of Nadeemulla and M A Pathan as secretary and joint secretary illegal. He said that as per the by-laws an election should be held to fill up the vacant posts.
Honnali said he will approach the court if the wakf board fails to take a decision regarding the appointment of administrator.
