Hyderabad principal abused many kids:
HYDERABAD: Mohammed Salahuddin Ayub, director and principal of Parkwood International School, had sexually abused more than one girl student, according to Central Crime Station (CCS) sleuths investigating one of the most heinous sexual crime cases in the city.
The 55-year-old-director, who has three sons in the same age group as his victims, was produced before the additional chief metropolitan court on Friday and was remanded in judicial custody till August 5. He was taken to Cherlapally jail.
Before producing him in the court, the sleuths took the accused to Osmania General Hospital to check his medical fitness and then APFSL to conduct a potency test. The seized a handycam with memory card in which the accused allegedly recorded all the sleazy videos of the victims and a .32 pistol, with which the accused had allegedly threatened the victim.
Police have also recorded statements from a doctor of Hyderabad Nursing Home near GHMC headquarters, to whom Ayub took the class XI student for abortion. In her statement, the doctor reportedly told the police that by the time Ayub brought the girl to hospital, her pregnancy had already got terminated by pills. As a result, they merely provided treatment to her.

JAKARTA: Indonesia’s Muslims learned on Friday they have been praying in the wrong direction, after the country’s highest Islamic authority said its directive on the direction of Makkah actually had people facing Africa.
Muslims are supposed to face the holy city of Makkah in Saudi Arabia during prayer and the Indonesian Ulema Council (MUI) issued an edict in March stipulating westward was the correct direction from the world’s most populous Muslim country.
“But it has been decided that actually the mosques are facing Somalia or Kenya, so we are now suggesting people shift the direction slightly to the north-west,” the head of the MUI, Cholil Ridwan, told Reuters. “There’s no need to knock down mosques, just shift your direction slightly during prayer.”
Ridwan said Muslims need not fear that their prayers have been wasted because they were facing the wrong way.
“Their prayers will still be heard by Allah,” he said.
Said Agil Siradj, head of Indonesia’s largest Muslim organization Nahdlatul Ulama, told English language newspaper the Jakarta Globe that the confusion showed the MUI issued edicts too fast and that this was a lesson for them.
The MUI has, in the past, issued controversial edicts banning Muslims from chanting during yoga, and from smoking.
Indonesia is a majority Muslim but officially secular country.

Jamiat criticises RTE, finds some features too sweeping
NEW DELHI: The Jamiat Ulama-i-Hind has raised the "merit" argument, in an unlikely convergence with some elite institutions, to criticise government’s plans to rollout right to education in across the country.
The Jamiat said it was concerned that RTE does not take into account minority institutions like madarsas many of whom are run by teachers trained by the Darul Uloom in Deoband. Jamiat is seen as the the political wing of the influential seminary located in Saharanpur in western UP.
In a statement, the Jamiat, besides reiterating its objections to all schools having to register and follow certain norms of teacher-student ratios, has also spoken of RTE’s clauses relating to a "no-failure" policy and banishing of physical punishment and entrance tests.
While some educational institutions have seen these "progressive" features as too indulgent and sweeping, they have found an unexpected ally in the Jamiat. "In such a situation (of no screening, compulsory promotion and no capital punishment) how the school management or teachers are going to raise standards and produce excellence is a serious matter that must be debated."
The Jamiat notes the possibility of private schools being "pushed down" to the levels of government schools, saying, "After the enforcement of the Act, whether private schools would reverse their journey downwards following the footsteps of government schools or would improve is a question which should determine whether to support or oppose the Act."
The association of ulema does accept there are positive features in the Act and said its objective of universal education, emphasis on weaker sections, attention to chidlren with special needs and neighbourhood policy were to be welcomed. But its reservations centred on clauses relating to what the Jamiat sees as a clash between making school enrolment a fundamental right and minority rights.
"It is not farfetched to assume that all institutions not falling in the purview of the Act who engage in educating children of 6-14 years, irrespective of being a madarsa, pathshala or mission school, could be accused of breach of law and be liable to be prosecuted," the statement said.
The Jamiat has said that RTE’s ambit includes unaided private schools of any denomination and madarsas - which are often not registered with central or state governments - that would face harassment. It points to RTE’s stipulation that schools that lack registration can face fines up to Rs 1 lakh. "Under section 19 a school is obligated to fulfill certain norms in respect to its building, student ratio, salaries, library and equipment." As these conditions may often not be met by madarsas, the closure and penal action clauses are worrying the Jamiat.

The RTE Act defines only recognized schools as schools while most madrassas function outside the purview of the formal set-up and, hence, are not recognized. Muslim leaders argue that the stipulation under the RTE requiring all educational institutions to acquire recognition — which by implication will include madrassas — is at odds with Article 30 of the Constitution which gives minority communities freedom to set up and run their own institutions.
That RTE is going through several amendments is only natural, given its ambitious intent and sweep. The first round of amendment in RTE is already with the parliamentary standing committee. Amendments pertain to giving an advisory role to the School Management Committee in minority educational institutions and widening the scope of ‘child with disability’.
Right To Edu likely to be watered down
NEW DELHI: In what could end up diluting the Right to Education Act, the government is considering a crucial amendment whereby schools will not be required to admit all applicants and can screen and select most of the students who will gain entry.
The "admission-as-an entitlement" provision will be limited to only the poor children in the neighbourhood and seats for them will be pegged at 25%. Put simply, schools will continue to have the right to screen 75% of the admissions, in a major amendment that has been prompted by sustained lobbying by private schools. Public schools across the country were up in arms, insisting that the no-screening clause could seriously affect their quality.
Section 13 of RTE Act not only bans screening but also fixes a penalty of Rs 25,000 on a school for first contravention and Rs 50,000 for each subsequent contravention.

Signalling a rethink, HRD minister Kapil Sibal said, "There are practical problems with no-screening. How will schools like Doon, Mayo, Modern and others give random admission to children? looking for a lost cause. He found one in Pakistani Taliban – a creation of
Indian RAW and Israeli Mossad. What is the cause the Pakistani Taliban? They
say that Pakistan is ruled by collaborators of the USA who are worse than
Kafir (infidels). They say they are fighting a war against Pakistan – its
government, its employees particularly the Armed Forces and the Police, and
those who acquiesce or support them – to establish a ‘true’ Islamic State
where *Sharia* is the law, *Khilafa* the system, and Jihad the objective.
Since *Sharia, Khilafa* and Jihad are well established institutions of
Islam, Muslims react favourably to upholders of *Sharia, Khilafa* and Jihad.
It is only on closer examination that it becomes apparent that they subvert
all three; they are actually harbingers of ‘collective suicide’ . That is
why most researchers who have spent much of their life studying and exposing
the methods of Illuminati and the Zionist Movement of Jews and Christians,
believe that the modern day ‘Islamists’ work for advancing the agenda of the
Zionists.
What is the agenda of the Zionism? Their declared agenda is to set up a
Jewish State of Israel in Palestine. According to the Protocols of the

agenda is to expand Israel from the Nile (Egypt) to the Euphrates
(Iraq). Even though almost every Jew says that the ‘Protocols’ are forgery

command attention. The Protocols are allegedly a blueprint of the New World

A benign view is that it represents the goals of a small cabal of
Masonic Jews, central bankers who direct organized Jewry (together called
Illuminati), but not Jews in general. According to Dr Henry Makow, terms
such as "tolerance" and "diversity" are the tools of social engineering by
this powerful cabal. He says that the NWO, in practice, is a "protection
racket". It is a scam where an aggressor instigates an attack, blames a
bogeyman, and then offers to protect the victim from this bogeyman in return
for money and power. He says that the "War on Terror"

The present day Islamic Movement has its origin in Egypt. The decadence of
the Egyptian society was real and the emergence of the Islamic Movement
natural. There were several strands in this movement. The most extreme
strand was *Al-Takfir val Hijra.* The followers of this strand are called
‘takfiri’. The *takfiri *believe that the pious should exit a decadent
society or a country ruled by decadent rulers, migrate and set up a base
elsewhere from where they should mount attacks on the decadent people and
the decadent state. Since they attack only Muslims and do not spare their
mosques, even rape Muslim women, and justify it all as punishment for the
indifference of the society to their decadence. They see themselves as
instruments of Divine Wrath.
The takfiri have existed in various forms under different names throughout
Muslim history. The *Khawarji* who assassinated Ali (RA) ibn i Abi Talib –
the Fourth Caliph – accused him for not being faithful to *sharia.* The
Pakistani Taliban who held sway over Swat and Waziristan murdered any one
who sent his daughter to school, had his beard shaved or watched TV.
The *sharia
*of the Pakistani Taliban is takfiri in its architecture; it permits the
‘pious’ to declare a Muslim a kafir, which would then justify him being
robbed, his property confiscated, his wife or daughter raped (usually after
a forced marriage), or killed – all in the name of enforcement of s*haria*.
No occupation force of any faith from any country could be so cruel or
ruthless. Such deviants were ruthlessly crushed by Muslim rulers when they
raised their flag of rebellion often at the behest of Jews. Dr Makow
believes that the Illuminati infiltrated the Islamist movement in Egypt and
provided it with funds and guided its targeting and actions. The
infiltration has been so successful and the ‘protection racket’ so
remunerative that the Illuminati are laughing all the way to the bank as
slaughter of Muslims continues unhindered while the rulers of Muslim
countries obey their Western masters and pay them protection money in the
guise of ‘investment’ in shares and bonds. Some of the protection money is
recycled as loans and grants to those who permit or facilitate slaughter of
Muslims.
But there was another movement in Egypt – the Nationalist Movement - that
resulted from political domination of the Arab World by France and Britain
in the wake of Ottoman defeat in the First World War and the Arab
territories being parcelled out to them as mandate territories by the League
of Nations. Under the leadership of President Nasser, the Nationalist
Movement became popular and powerful. It was the principal challenge to
European domination of Arab lands when the *Ikhwan al Muslimeen* came out to
oppose Nasser’s ‘secularism’ rather than support his endeavours to liberate
Arab lands. The Nationalists forces of Egypt under Nasser were defeated by
Israel in 1956 and 1967 Arab Israeli Wars. The *Ikhwan,* who had been
severely persecuted by Nasser, celebrated Egyptian defeat as their victory.
The Islamist opposition to nationalists did not bring them credit or power;
on the contrary it helped the perpetuation of secularists like Hosni Mubarak
in power. Dr Henry Makow says that the Illuminati help the Ikhwan
financially. Their reason: the fear of the Ikhwan coming to power keep the
alternative to them tied to the West. That is how the ‘protection racket’
operates. Illuminati fund the Islamists because it is the fear of Islamists
which compels unpopular Muslim rulers to seek protection from the West. They
can earn ‘protection money’ on two counts: 1) for delivering the obedience
of Muslim rulers; 2) for creating a perpetual civil insurrection in each and
every Muslim country between phoney Islamist and phonier Secularists. I call
them phoney because owing to the absence of established church in Islam the
dichotomy between the state and church – the foundation of secularism – is
totally unreal and contrived.
No one is saying that Faisal Shehzad was acting on behalf of any government
or an intelligence agency. Yet the anti-Pakistan noise from the Zionist
controlled US press is deafening. It can be assumed that Faisal was unhappy
with the slaughter of his Pashtun brethren by US Drones; Muslims all over
the world particularly in Pakistan and Afghanistan are justifiably angry
over drone attacks with their own Governments as well as of the USA. It is
quite believable that he had a link with Tehrik i Taliban Pakistan (TTP).
But who are the TTP working for? They are the creation of RAW and Mossad who
get funds and protection from US occupied Afghanistan; they can be employed
by anyone with secure access to Afghanistan. In American parlance the likes
of Faisal Shehzad are called patsies. The American investigators would
surely find out who was he acting for, but would they tell us? I fear that
the real employers of this patsy have far-reaching and sinister aims.
President Obama has a lot on his table. His party – Democratic Party - must
retain its majority in the Congress this November if he has to deliver on
all that is expected of him. He is being coaxed into believing that he must
deliver a victory in order to make a good showing in coming elections. The
areas of potential victory being shown to him are Iran and Pakistan.
Realising the predicament of the US, Pakistan Army expressed willingness to
secure US victory in Afghan-Pakistan border against their common
*takfiri *enemy.
RAW of India and Israeli Mossad, the godfathers of the *takfiri,* are very
unhappy. If the USA withdrew from Afghanistan in good order, the prospects
of a never ending war between the US and the World of Islam would disappear.
The flow of protection money to the Illuminati might stop for the first time
since the end of Second World War. World Zionism and its supporters have to
make Obama a ‘one term President’. They have to ensure a Republican victory
in 2012 Presidential elections. They have to secure a debacle for the US in
Afghanistan. Since the Afghan Taliban prefer to ‘wait and see’ and are eager
to negotiate; their only hope is the TTP; it must continue its slaughter in
Pakistan. There is evidence that the TTP is now being encouraged by its
RAW/Mossad handlers to attack American targets on both sides of the Afpak
border. Objective: to thwart the possibility of orderly US withdrawal from
Afghanistan.
It is vitally important that Pakistan – particularly its press - stays calm.
The conviction of Ajmal Kasab for Mumbai attack of 26/11 and action of Times
Square Fizzler – Faisal Shehzad – do not indict Pakistan or its people.
There is indeed anxiety in Pakistan at the US not supporting the just cause
of Kashmiri liberation, and the installation of an anti-Pakistan Government
in Kabul, but the problems are a hold over from the past and no one blames
President Obama for that. However, the slant given to the news in the
American press and the anti-Pakistan propaganda by Indo-Israeli lobbies does
raise concerns that the Obama Administration may blunder into invasion of
Iran or intensification of war in Afpak theatre of war. The ostensible
objective may be to secure electoral victory this year but the Neo-con
Zionists hope it would ensure humiliation in Afghanistan Obama defeat in
2012. The USA id divided and polarised over Obama Presidency. The division
is not along party lines; even the Democratic Party has Trojan horses of the
enemy in its ranks, which was evident from the statements in the press.
While General Petraeus of CENTCOM said that Faisal Shehzad had no links with
any terrorist organisation, Secretary of State Hilary Clinton warned
Pakistan of ‘consequences’ if there was another episode linking Pakistan
with a terrorist attack. That Ms Clinton used the language of Neo-cons of
the Bush era is disturbing but it does not yet indicate a change in the
policy of reconciliation with the Muslim World pursued by the Obama
Administration.
Pakistan must stay the present course and get back on the right side of its
own people. The Pakistan Army won victory in Swat and Waziristan against the
TTP because the people understood they had to put up with becoming refugees
inside their own country in order to eradicate the TTP menace. But America
does not appear to understand that they must stop drone attacks if they have
to get the people of Pakistan to support their government and their armed
forces. Victory in Afpak theatre requires winning the arguments more than
winning the war. Pakistan alone can win the argument: the *takfiri* are like
the *Khawarji *of yesteryears; they work for the enemies of Islam engaging
in slaughter of Muslims. The Afghan Taliban have to decide if their ambition
is perpetual Jihad for ‘triumph of Islam’ or to rebuild the Afghan state and
society. If it is the former, they are no different to the TTP; they will be
marshalled by RAW and Mossad and end up working for the objectives of the
Illuminati – a New World Order of police states – kept in shackles by fright
– fright of ‘militant Islam’. For the Illuminati to succeed, the war in
Afpak must continue even after the Americans leave.
The people in Pakistan do understand that the internal peace and harmony is
menaced by the TTP and it has political allies - JUI and JI. The argument is
not yet being articulated why the TTP and its supporters are wrong – even
evil. But there is another problem, which is even more serious. It is not
just the Taliban who are above the law; the leaders and political workers of
the ruling party, notably the MQM, are also above the law. The MQM has
always been a coalition partner in every Government because it gets immunity
from prosecution for the hundreds of murders of policemen in the past. It
has resumed its murder spree as coalition partners of the PPP in Sindh. It
has murdered around fifty workers of MQM (Haqiqi) and religious parties in
the last few months alone in broad daylight with impunity. Now it wants the
police to be put under city government to give permanence to that impunity.
The argument advanced by Islamists is: why are the Islamist ‘fanatics’
killed by the police while ‘ethnic fanatics’ are in the halls of power being
protected by the very same police? They have a point. The political class of
Pakistan consists almost entirely of ‘outlaws’. How can there be ‘rule of
law’ in Pakistan? Let us not get worked up over Faisal Shehzad; he is a mere
patsy. We have to stay focussed on ‘rule of law’ – in Karachi as well as
Islamabad. ++

1. Why all three recent accused — Daivd Headly of 26/11, Abdul Muttalib of
underwear bomb and Faisal Shahzad — all had prior contacts with US
agencies. Does that not point to some involvement of US agencies in all
these incidents.
2. The two latest cases – Abdul Muttalib and Faisal Shazad attempts were
aimed at US mainland. Both used crude and unprofessional devices. None died
in the attacks. In both cases, US agencies were forewarned or as some will
surmise were instrumental in planning the whole controlled operation to get
media mileage, so that crucial budgetary cuts in terror security allotments
may be restored. Other world-wide agenda cannot be ruled out.
3. Both Abdul Muttalib and Faisal Shahzad were promptly taken out of the
usual court procedure under the pretext that they are cooperating with
authorities. Some could say that this cooperation was not only post
incidents, but even ongoing from a period earlier to the time of denouement.
4. How Faisal Shahzad got his US citizenship in such short time. Was that
the carrot dangled before him to cooperate with US agencies?
5. Why conflicting scenarios came out from different agencies about the
exact circumstances of Faisal Shahzad’s arrest from the departing Emirate
flight. Why US Attorney General said that Shahzad was under surveillance and
still he was allowed to assemble his crude bombing arsenal and park the car
in the midst of crowded Times Square. What was the nature of US attorney
general’s role in the whole episode?
6. Why the two NY Democratic Representatives were calling again and again
for restoring the cuts in New York City’s budget allotments in their CNN

Who would have believed it? Only days after a warning of an Israeli “false
flag” bombing against the US “in the works” a massive car bomb is discovered
in Time Square! Better yet, though no intelligence organization in the
world could discover anyone claiming responsibility for this embarrassing
failure, SITE Intelligence, a group rumored as the “voice of the Mossad” has
placed the blame on the Pakistani Taliban.
This is the same group that has come up with numerous bin Laden “audio”
tapes, seemingly, though tiny and nearly totally unstaffed, whenever it is
convenient for Israel to point a finger at someone, magically Site
Intelligence, run by former IDF soldier Rita Katz, whose father was executed
as a spy by Saddam Hussein, makes another “unbelievable” intelligence find.
Site Intelligence finds are not only timely for Israel, when the world is
focused on claims they have been planning a ‘dirty bomb’ attack to send the
US to war against Iran, but always tend to support mysterious organizations
run from the caves of the Afghanistan/ Pakistan border region.
*SMOKING GUN?*
After the demise of Iraq, victim of falsified intelligence, now eliminated
as an Israeli competitor, all eyes turned to Pakistan, Islam’s only nuclear
state. To establish footholds to destabilize Pakistan, a pro-Indian/Israeli
government under President Karzai was installed in Kabul.
After 9 years, no evidence of any terrorist activity involved in 9/11 has
been found in Afghanistan. The great “net” meant to catch Osama bin Laden
and armies of Al Qaeda terrorists came up empty. Instead, we are told from
reliable sources that Arab nations friendly to the US released criminals,
transporting them to Afghanistan.
These “foreign fighters” actually little more than “extras” in a massive
global theatre, kept the small US forces engaged for years, all without any
purpose other than to establish that a terrorist organization must have been
in Afghanistan because there certainly was one after 2002.

In addition to installing a government that would work directly with Israel
and India to organize terrorist attacks on Pakistan, funding to destabilize
the oil and gas rich republics of the former Soviet Union had to be raised.

Kyrgyzstan, Uzbekistan, Turkmenistan quickly fell under the influence of the
65 billion dollar a year Afghanistan drug empire.
Though the drugs may have been from Afghanistan, multiple intelligence
agencies from Israel, India, Turkey and others, aided by military
contracting firms contracted to the CIA, carried this plan forward.
Continual news stories tying Pakistan to failures to suppress terrorism or
rumoring involvement in terrorism themselves flowed onto the world scene
through western mainstream media, providing a clear footprint of a classic
Mossad operation.
*NO SO “UNEXPECTED”*
With the demise of Al Qaeda, an unnamed Taliban organization with a website
only visible to one person on earth has now declared a mysterious and
shadowy war against the United States, in New York City, a city under tight
security but one with a very large Israeli/Mossad presence.
This was the same city where the “dancing Israeli’s,” celebrated 9/11 after
filming the attacks. Their advance knowledge of the attacks has been one of
the many puzzle pieces tying Israel to 9/11.
However, it wasn’t until the “crotch bomber” of last Christmas that the
breadth of Israel’s penetration of US security was demonstrated with
Abdulmohammed’s attack tying directly to Tel Aviv.
Anyone who visits New York is aware that security there, especially in Time
Square is the highest of anywhere in the world. The intelligence
organizations protecting New York, including the world’s best police force,
leave only one organization as capable of this kind of effort, an
organization with massive resources in the area, numerous Israeli/American
assets and many residual relationships with Gulliani/Kerik/ Bush era
friends, friends conveniently “asleep at the switch” on 9/11.
*TIMING*
Recent intelligence leaks from several agencies have warned of an impending
“9/11 style” attack on a high value target in the US or Europe. Reports
indicated that a conventional bomb enhanced with nuclear material would be
used. Such a weapon would indicate sufficient “WMD” credentials in whipping
up the necessary war frenzy to get the American public to overlook the
history of falsified intelligence that drove them to war in Afghanistan and
Iraq.
However, a quickly thrown together “prank” terror attack taking advantage of
the environmental disaster in the gulf and the president’s presence there,
when coordinated with the press campaign already in motion attempting to
smear the Obama administration with the Katrina failures during the Bush
presidency, is just too convenient.
With Iranian president Ahmadinejad and Secretary of State Clinton both
scheduled to be in New York in the next 24 hours, and recent stories out of
Israel trying to tie Iran to the Taliban, the issue of “timing” is a
critical one.
The “managed press” aspect of this attack, the phony “web based” confession,
the “keeping you safe” scare tactics and the continual drumming of
Islamophobia is unmistakable.
*ISREAL TIES TO PAKISTAN TALIBAN WELL ESTABLISHED*
The group blamed in the Site Intelligence/ Israeli report, the Pakistani
Taliban has been responsible for hundreds of attacks in Pakistan, killing
thousands of citizens. However, reliable sources have tied this group
directly to Mossad/RAW training camps inside Afghanistan and Balochistan.
The Pakistani Taliban have long been allies of Israel and India with 2000
terrorist trainers inside Afghanistan arming Pakistani Taliban terrorist
group.
This has been confirmed, not only in direct briefings with the Pakistani
ISPR and ISI but US military intelligence sources as well, who dispute the
number of terrorist trainers, not their presence.
Terrorist groups inside Balochistan, the remote Pakistan province said to be
a haven for Mossad attacks against Iran, claim to be headquartered in
Israel. These groups work directly with the Pakistan Taliban and are
another indication of this current “stunt” turning back on non-Islamic
planners.
*ALWAYS THE SAME, “WHO GAINS?”*
With Iran taking the propaganda offensive to the United States, a nation
increasingly distancing itself from, not only the idea of supporting an
Israeli attack on Iran, but Israel herself. Israel is under pressure to
reestablish itself as America’s partner in a long discredited “war on
terror” that has been a huge embarrassment to the US.
A “very public” attack like his is a message to President Obama. “We can go
where we want and our control of the press will put the blame on anything we
do, on you.”
With over 90% of America’s terror arrests turning out to be innocent
bystanders, some tortured for years, untold numbers “disappeared,” Bush era
failures have soured public support for hunting terrorist leaders who have
increasingly been either captured by Pakistan or have been found to be
negotiating with US forces. The “war on terror” had become an “Israeli
franchise,” making billions in increased military aid, some covertly
transferred to Israel through “weapons replenishing” and fat military
contracts taken from American firms.
The Marines in Afghanistan are using MRAP vehicles built in Israel, a
country with nearly one million guest workers while America has over 30
million unemployed and an unused technology and industrial base better
equipped for such production.
With the signature of this bombing being so close to that of the “crotch
bombing,” an attack with Israeli fingerprints from Nigeria to Yemen to
Amsterdam, the “superfast” accusation against a Pakistani group was no
surprise.
*ONGOING INVESTIGATION/ FOX “ISRAELI ASSET” NEWS ATTACKS OBAMA*
With New York police discounting the Pakistan connection to the bombing
immediately, Fox News has unleashed an attack on the Obama administration in
a well orchestrated manner, accusing democrats of “failing to protect the
American people.”
With both Site Intelligence and Fox News tied directly to Israel and the
signature and timing of this attack showing clear Israeli fingerprints, Fox
may be right.
America may be unable to protect itself from a nation still seen by most
Americans as a close ally. No other nation has the capability of such an
attack or the influence to orchestrate the news, an act already in motion.
Misquoting To Save Advani

Anju Gupta, an IPS officer, was barely two months into her job when she was asked to take charge of L K Advani’s security on December 6, 1992. Her testimony to the police, to the CBI and to the Liberhan Commission, is perhaps the most damning against Advani. So much so that the Centre has named her as the main witness against Advani. And BJP lawyers have, on record, pilloried her—even brought up the issue of her marriage to a Muslim IPS officer.
Certainly then, Gupta should have been the last witness any judge would quote to discharge Advani in the Babri Masjid demolition case. But exactly the opposite has happened.
She is, in fact, the first of the six witnesses Rae Bareli Magistrate V K Singh cites in favour of Advani and calls her testimony ‘‘ati mahatwapoorna’’ (crucially important). The other five were journalists, two of them from The Indian Express. But more of that later.
Consider the allegations Gupta, who is currently on a UN assignment in Thailand, made against Advani:
• Accusing Advani of inciting kar sevaks from the dais, Gupta said: ‘‘Advani ke aate hi, mahaul garam ho gaya. Jaise hi Advani bolte gaye, mahaul garam hota gaya. (No sooner had Advani arrived than the situation became tense. And it worsened as he spoke.)
• Asserting that Advani appealed to kar sevaks to come down from the domes since the mosque was being demolished from inside, Gupta said: ‘‘I did not see any of these leaders making any effort to stop the demolition of the disputed structure. Advani was sad only about the fact that people were falling off the domes and dying.’’
• Alleging that Advani himself took part in the celebrations that went on over the demolition, she said: ‘‘When the first, second and third domes fell, Uma Bharti and Sadhvi Rithambara hugged each other and distributed sweets. They also hugged men. Uma Bharti and Sadhvi Rithambara expressed happiness by hugging Advani, Joshi and S C Dixit. After the domes fell, they congratulated each other.’’
Given all this and the fact that these statements are recorded by Rae Bareli magistrate in his 130-page order, how does he still use the same testimony to clear Advani? And rule that the case against him is based on ‘‘keval sandeh’’ (mere suspicion) and not ‘‘ghor sandeh’’ (grave suspicion)? He does that by selectively quoting three sentences from Gupta’s testimony while analysing the evidence. This is how:
• Anju Gupta said: ‘‘I saw some boys near Kuber Tola carrying different implements and moving towards the structure. Then Advani asked me what was happening inside the mosque…’’
The magistrate uses this to conclude that ‘‘Advani was unaware of the demolition of the disputed structure at the time it started.’’
Far from it. Gupta goes on to say in the same statement that Advani was only trying to find out what was happening ‘‘inside’’ the structure as the demolition from the top was anyway visible from the dais where the leaders were sitting.
• ‘‘I want to go to the site and ask people to come down,’’ Advani said so to Gupta, as recorded in her statement. The magistrate says that this ‘‘gives rise to a second view’’ on Advani’s conduct contrary to the prima facie allegation against him.
To buttress this claim, the magistrate selectively quotes the testimony of six journalists, two of them from this newspaper. Both Rakesh Sinha and Ganesh Swaminath (who has since left the newspaper) said that they heard Advani on the loud-speaker telling the kar sewaks to come down.
• What the magistrate glosses over is Gupta’s version of why Advani was doing that. Unlike the journalists, Gupta was on the dais with Advani. She said that he started appealing to kar sevaks to come down from the domes only after he learnt from her that the mosque was being demolished from below and that those on top were falling down and getting injured.
• ‘‘Advani asked me what was happening elsewhere and I told him I did not know anything.’’ The magistrate inferred from this quote of Gupta that Advani was ‘‘in the dark’’ about the demolition.
But Advani’s question appears in Gupta’s testimony immediately after she says that she could see ‘‘fire and smoke all around Ayodhya.’’ This was because kar sevaks had set fire to Muslim houses and other mosques in the holy town.
Advani was then trying to find out from Gupta, who was the ASP, Faizabad, if the violence had spread elsewhere, besides what they could see happening to Babri Masjid.

Released when intelligence agencies of major global powers are facing flak for incompetence and fabrication, Open Secrets is the first attempt to break the taboo of shielding the Indian intelligence fraternity under a permanent veil. “As powerful a weapon as a fusion bomb”, (p
India’s intelligence infrastructure has been weaponized by the governing class to hit the governed. Like the police, civil administration and judiciary, it has been used as a handmaiden to suit petty political ends and crush constitutional liberties. Dhar, an operative in India’s Intelligence Bureau (IB) for three decades, has a muckraking tale to tell.
Since Indira Gandhi’s time in the 1960s, the IB director has answered solely to the prime minister and home minister. The refusal of political masters to allow induction of expert staff from lateral fields has perpetuated a servile “police culture” in the bureau. “An average IB officer is not oriented with the techniques of war pursued by mujahideen and fidayeen fanatics.” (p13) Non-productive human assets clutter the bureau. Lack of in-service checks fosters a “breeding ground for Goerings and Himmlers in the backyard of constitutional democracy”. (p 1 ![]()
No meaningful cooperation between state and central intelligence entities exists, especially when different political parties rule at the center and in the states. Coordination among the three prime central agencies, IB, RAW (Research and Analysis Wing) and CBI (Central Bureau of Investigation), is non-existent. The Kargil and Surankote intelligence failures are two glaring illustrations of a divided house of Indian spook (see Kashmir’s snake in the grass June 7, 2003).
Dhar gives a clarion call for freeing intelligence organizations from the machinations of the executive. Legislation to make the agencies accountable to parliamentary committees is a crying necessity. Election prospecting, verifying credentials of ruling party candidates, researching the weaknesses of opposition candidates, toppling and interfering with elected governments and other dirty operations victimizing the innocent are shameful tasks assigned to agencies that should be protecting national security.
As a budding officer of the Indian Police Service in 1965, Dhar learned the nitty-gritty of grassroots intelligence collection in Darjeeling, Siliguri and Naksalbari (northern Bengal). His unusual techniques of raising human assets were encouraged with subventions from the police Secret Service Fund. Meetings with Charu Majumdar and Jangal Santhal, forefathers of India’s extreme Maoist movement, convinced Dhar that violent agrarian revolution was not far off. However, politicians from Calcutta (now Kolkata) and Delhi showed no intentions of addressing the economic woes of the rural populace. “Indian rulers blindly follow the firefighting ideology in dealing with great social and economic fault lines.” (p 71)
In 1968, as a bolt from the blue, Dhar was advised to join the IB in Delhi. The intelligence technocrats he met there were “cast iron cookies” who swore by regimentation and loyalty. The abject submissiveness of officers robbed them of initiative and measured aggression. The IB reeked of factionalism, corruption and nepotism. Trainers treated the ruling Congress Party as Caesar’s wife in the political analysis classes. They totally neglected “economic intelligence” and its relevance to unrest in society. Coastal security was unheard of as a concept. The curricula had a myopic strategic view and general officers were anomalously segregated from technical officers.
Posted to Manipur after training, Dhar was released “into troubled water like a scared fry”. (p 95) Battered by Naga-Mizo rebellions and Meitei agitation for statehood, Manipur was in coma. Dhar raised very sensitive human assets and gained access to inner cores of the Imphal valley. Wanting political and bureaucratic support to survive, he cultivated assets inside the Manipur administration. His reports that Meitei ultras were being taken to Sylhet in East Pakistan for military training were treated as overreactions by the IB headquarters. “They thought that a greenhorn with only about four years experience was trying to act smart.” (p 107)
On prime minister Indira Gandhi’s visit to the region in 1969, Dhar’s “humint” (human intelligence) inputs on armed disturbances saved the day and exposed the pathetic state of VIP security arrangements. His top-secret negotiations with insurgents succeeded in the conclusive eradication of Mizo militancy from Manipur in 1970. Stalking Naga gangs from hilltop to hilltop on their way to and from East Pakistan was not the only kind of action Dhar took. In 1972, Gandhi’s point persons asked him to topple the Manipur state government. It was the first of many instances of “bleeding in silence at the rape of my conscience”. (p 14 ![]()
Transferred to neighboring Nagaland when underground armies were escalating jungle warfare with Chinese support, Dhar thwarted and neutralized several militant posses. Since Nagas value the family as an institution, his strategy of involving family in work paid dividends. His personal friendships with key rebel leaders such as K Yallay, Z Ramyo and B M Keyho aided the Indian government’s peace talks in 1974-75. His second tryst with unlawful acts came when Delhi called on him to subvert the loyalty of a section of Nagaland’s elected legislature.
In 1975, Dhar was moved to the just-annexed state of Sikkim. He became the first Indian official to fraternize with the deposed king (Chogyal) and bring his sulking loyalists into the mainstream. To observe Chinese posts along the disputed border, he won over numerous transborder agents who made forays deep into Tibet. During Gandhi’s emergency (a sort of martial rule declared in 1975), he was asked to frame the Chogyal and persuade local politicians to back the bullying Sanjay Gandhi, Indira’s younger son. In 1977, the Janata Party government ordered Dhar to perform a converse action of political prostitution. Such immoral compulsions drove him into mental depression.
In 1979, Dhar was brought back to Delhi to head the IB’s “Election Cell”. Prime minister Charan Singh ordered him to assess “what was required in each constituency to influence the electorate”. (p 233) When Gandhi rode back to power, she asked him to assist the Puri Committee, a tool of political vendetta, to blacken the faces of her opponents.
In 1980, Dhar was placed at the USSR counter-intelligence desk of the IB. He identified four central ministers, more than two dozen ministers of parliament, and layers of the armed forces to be on the payrolls of the KGB. His penchant for digging out skeletons forced a hurried shift to the subsidiary bureau in Delhi, practically the “special branch of the Prime Minister’s Office”. (p 252) From the perch, he espied the astonishing influence of Indian Rasputins like Dhirendra Brahmachari, “Mamaji” and Chandraswami. Indian industry bigwig, Dhirubhai Ambani, and other wheeler-dealers approached him for illegal favors.
After Sanjay Gandhi’s death, Dhar was commissioned to shadow his widow Maneka and her associates. He was even asked to record the conversation of home minister Zail Singh with a Sikh militant on Indira Gandhi’s instructions. The Prime Minister’s Office (PMO) pressed him to sabotage Devi Lal’s Haryana state government. The entire field machinery of the Delhi IB was mobilized to help the Congress Party win the Delhi municipal elections in 1983. In conspiracy and thuggery, “there was hardly any difference between the durbars [holders of high political position] of Jahangir and the viceroys and those of Morarji Desai and Indira Gandhi”. (p 284)
Dhar was next posted to the Indian mission in Canada with the brief of penetrating the transcontinental Khalistan separatist network. The RAW representatives in Ottawa resented his presence and raked up a turf battle. Dhar accessed extremist Sikh Gurdwaras and sections of the vocal Sikh community. Diplomatic assets ferreted out useful information on Pakistan’s Inter Services Intelligence (ISI) links with Sikh secessionists. Dhar ’s uncorroborated information about a terrorist attack involving an Indian aircraft was not taken seriously by Canadian authorities, leading to the Air India Kanishka bombing in 1985.
Returning home in 1987, Dhar joined the Punjab cell of the IB. He vehemently opposed the government policy of “filling up the follies of fault lines with dead bodies”. (p 320) Unlike his colleagues, Dhar’s operations avoided mindless killings of civilians. He drove wedges between feuding Sikh terrorist leaders and outfits and facilitated two secret peace initiatives of prime minister Rajiv Gandhi. Home minister Buta Singh’s own underground group spoilt one demarche. Singh, the Punjab governor, state police and a jealous section of IB officers stonewalled the second plan. One IB faction opposed to Dhar leaked out the identity of a valuable asset and sacrificed him to the bullets of a Khalistani hit squad. Be it Punjab or Nepal, “agent safety was not a part of IB’s professional ethics”. (p 491)
Promoted to the Pakistan Counter-Intelligence Unit (PCIU) in 1988, Dhar launched transborder agents to penetrate Pakistani posts on the Punjab and Rajasthan borders. Rajiv Gandhi’s lackey, Mani Shankar Aiyar (presently a central minister), instigated a crude incident of arresting a Pakistani “cover diplomat” against the counsel of Dhar. The prime minister’s troubleshooters and some of their IB acolytes naively propped up the Bodoland and Gorkhaland agitations in Assam and Bengal.
At PCIU, Dhar discovered that Mulayam Singh Yadav (later defense minister) was in clandestine contact with the ISI. Sincere IB efforts to nab mujahideen and Pakistani agents were frustrated by key Indian politicians in Delhi, Bihar and Bengal. Undeterred, Dhar helped the IB regain a toehold in the Kashmir Valley and penetrated some jihadi training camps in Pakistan.
In 1989, Dhar aided the Assam operations of the IB. The collaboration of politicians and bureaucrats had whetted sub-nationalist aspirations in Assam. After creating Frankensteins, the state government was incapable of planned military action against the ULFA (United Liberation Front of Assam). Infected layers within the Assamese regime divulged advance information about Indian army plans and allowed insurgents to cross over into friendly Bangladesh. Fat amounts from the Secret Service Fund of the IB for “missions” in Assam were never utilized for the putative purpose.
In 1991, Dhar was posted a chief of the IB’s secret technical wing. Groupism and favoritism ruled in this “breeding ground of inefficiency”. (p 423) Policing mentality occluded opening the doors of intelligence to scientific specialists. The abject condition of Indian intelligence’s cipher breaking cost the life of Rajiv Gandhi. Ministry mandarins and greasy alley manipulators defeated Dhar’s reform proposals. Apart from diplomatic constraints on aggressive intelligence collection, he was enjoined by diehard Gandhi family hangers-on to record exotic audio and videotapes about a romantic liaison of P V Narasimha Rao, just before his confirmation as prime minister in 1992.
Back at PCIU, Dhar busted many ISI networks across India and tapped “fountain organizations” that hovered over the peripheries of Islamist outfits. Frustrated by red tape, he took unapproved measures to raise “talents” inside Nepal and Bangladesh for mapping ISI fields. Certain “special projects” penetrated targets in Karachi, Islamabad, Lahore and Peshawar.
In November 1992, prime minister Rao ordered Dhar to arrange a discreet meeting with the supremo of the RSS (Rashtriya Swayamsevak Sangh), the fountainhead of Hindutva. The wily Congressman actually had “old linkages with the Sangh as a student”. (p 466) Reminded that the stability of Rao’s job depended on subordination, the PMO tried to force Dhar to “cooperate” with the Ambanis by implicating their corporate rivals.
Dhar’s final struggle was against the erroneous persecution of fellow IB officers who honestly investigated the infamous ISRO (Indian Space Research Organization) espionage case of 1994. Mention of the prime minister’s son as a suspect rushed Rao to prevail upon the Kerala state government and the CBI director to “go slow” and bury the trail. The accused were exonerated without due process. Indian rocket/missile security was compromised. Dhar’s efforts after retirement to get the case reopened invited death threats and assassination attempts.
Open Secrets is a depressing hidden camera fixed on the systemic failures of Indian polity and intelligence. It illuminates the weaknesses of India’s national security setup and exhorts urgent patchwork.

Who Demolished the Babri Masjid ?

To start with a lot has been said by Liberhan Commission report leaked in Indian Express[23-11-09] and a lot would be debated in this country on the role of RSS,BJP,Congress[i],VHP,Shiv Sena and Bajrang Dal in the demolition of Babri Masjid.What is heartening for me is that the report has not spared the so called Muslim Leadership of their Irresponsible and Unreasonable behaviour.Hence I would restrict this article to expose the involvement of bonafide muslim leaders in the opening of Ayodhaya locks and finally their involvement in the Conspiracy of 6th december,1992 Demolition. It is a fact when I tried to bring these facts before the Commission I was threatened by the lawyer present in the court representing the Muslim Cause.I had then made a written complaint and there and then submitted it to Justice M.S.Liberhan.My statement on these irresponsible Muslim leaders and Organisations was accepted by the Commission via an affidavit.Sources in the Union Home Ministry have confirmed to The Indian Express that the report is also severely critical of many Muslim leaders representing organizations such as the Babri Masjid Action Committee and the All India Babri Masjid Action Committee.
The elite leaders of these Muslim organizations, the report is learnt to have observed, constituted a class of their own and were neither responsible to nor were they caring for the welfare of those they claimed to represent. These leaders failed the community by failing to put forth a logical, cohesive and consistent point of view on the dispute, both inside and outside the courts, the Commission is said to have stated.Now that the report has appeared in the parliament it is very clear Justise Liberhan has not taken a very serious note of my affidavit. Indiction of former prime minister A.B.Vajpayee and clean chit to former prime minister P.V.Narsimharao are two new findings which the Liberhan Commission has come up with, besides giving clean chit to the Congress Party, only time will tell what were Justise M.S.Liberhan’s compulsions in not taking my affidavit in to consideration regarding my statement on the role of Congress party and its two Prime Ministers?
